Bećirović: Čović's strategic mistake and demonstration of political will for outvoting

(Patria) - Denis Bećirović, delegate in the House of Peoples of the BiH Parliament, is most responsible for unblocking the work of this house, whose session yesterday was also attended by delegates from the Serb Club, despite the fact that the conclusions of the National Assembly of Republika Srpska (NSRS) are still in effect, which, among other things, state that Serb representatives will not participate in the work of state institutions until the law prohibiting the denial of genocide and war crimes is repealed.

Such a conclusion was offered yesterday by delegates from the Serb Club, and they were supported by HDZ delegates, which completely exposed the policies of these two parties.

"It is necessary for those who created Valentin Inzko's latest decision to also annul it. The Council of Ministers of BiH should, as soon as possible, propose a way to determine and express attitudes towards committed war crimes and their treatment in public, considering that a civil war or a 'tragic conflict in the region' was waged in BiH, as defined by the Dayton Peace Agreement," the conclusion states.

Bećirović, however, offered several substantive assessments today regarding the unblocking of state institutions.

"Dragan Čović's HDZ made a strategic mistake yesterday, among other things: in the midst of negotiations on changes to the BiH Election Law, the HDZ demonstrated a political will for outvoting in the House of Peoples, thereby unequivocally showing the complete contradiction of its policy. Thus, the HDZ affirmed the political logic that outvoting is desirable where the HDZ can outvote others. Unfortunately for the HDZ, outvoting in the House of Peoples has no legal force because the BiH Parliament is bicameral. Constitutional changes, the BiH Budget, the BiH Election Law... must be adopted in both houses of the Parliamentary Assembly of BiH. Therefore, the HDZ's attempt at outvoting is ordinary politicking, but also a revelation of this party's unprincipled policy," Bećirović stated and further explained:

"No one has the right to discuss the jeopardizing of the political independence, sovereignty, and territorial integrity of the state of Bosnia and Herzegovina because it is anti-Dayton, unconstitutional, and a criminal offense. There is no constitutional, procedural, or any other basis for blocking the state institutions of Bosnia and Herzegovina. This is an important message for the future. Elected officials of the state of Bosnia and Herzegovina must insist even more strongly on respecting the principles of constitutionality and legality. Every reasonable person in Bosnia and Herzegovina must know that the alternative to a democratic and legal state is anarchy and lawlessness with unforeseeable negative consequences. The state of Bosnia and Herzegovina has a bicameral parliament (House of Representatives and House of Peoples). The BiH Constitution clearly defines that 'all legislative decisions must be approved by both houses'."

One session of any state body cannot change the differences in the views of political parties. However, it is many times better for representatives of different parties to talk publicly and transparently, in the legal bodies of the state of Bosnia and Herzegovina, than secretly in cafes, motels, and hotels. It is good for the public to know what policies all political parties advocate," Bećirović added.
