Bandić debunks deception: KS Assembly far from 'most productive'

Member of the Party of Social Democracy in the Assembly of Sarajevo Canton, Muamer Bandić, issued a statement regarding the statement of the Chairman of the Assembly of Sarajevo Canton, Elvedin Okerić, that the Assembly of Sarajevo Canton is “the most productive parliament in the country.”

KS Assembly is not the “most productive parliament”: 32 months, 24 sessions, 64 unfulfilled laws

I call on the leadership of the Assembly of Sarajevo Canton to convene a Collegium without delay and schedule an urgent session of the KS Assembly to consider the rebalancing of the Budget for 2025, so that we can prevent the financial collapse of Sarajevo Canton.

I hope for their seriousness, responsibility, and promptness in this matter, because if they and the KS Government do not do the job they are paid for, the financial disorder in Sarajevo Canton that these sellers of fog have prepared for us is quite certain.

The absurdities of the KS Assembly leadership, headed by Chairman Elvedin Okerić, that it is “the most productive parliament in the country,” represent pure deception of the public and an attempt to praise with lies a job that does not actually exist.

How is it even possible to talk about productivity when only 24 regular sessions have been held in 32 months? That is, not one per month! One must be a fanatic to shamelessly boast of such “successes,” and out of 84 laws they set for themselves to adopt in three years, they have only passed 20. That is, not even a quarter, while as many as 64 laws remain just an illusion and a collection of nicely packaged deceptions! They themselves set the plan and deadlines for adopting these laws through the Assembly's Work Program, and then trampled on it like a worthless piece of paper!

When they so shamelessly boast of such inaction and inefficiency, then you can only imagine how much they have failed at higher levels of government. In fact, you don’t have to imagine, because galloping inflation and complete systemic anarchy are there to remind you where you live! In the Trojka circus!

I hereby call on the Trojka to finally stop making excuses and to implement what they themselves have promised. Instead of doing their job, they accuse the opposition of hindering and slowing them down, which is a blatant lie.
At higher levels of government, they are hindered by their “partners,” whom they themselves have chosen, while in the cantonal Assembly they should have a clear path given the “suckers” they have bought through political corruption, who, at least on paper, ensure them a comfortable majority.

As for us in the opposition, how can someone be destructive who demands sessions to be held and insists on the consistent implementation of the Work Program? Currently, we in the opposition are maintaining a minimum of order in the KS Assembly, while the destruction is solely the result of the inaction and disregard of their own obligations by the ruling coalition.

Understand once and for all that it is precisely your actions that have led to complete legal, financial, and organizational disorder. You have not been in power since yesterday, but since 2018, and all of this today is precisely your “result”! Instead of sticking to the Work Plan, you are “hockey-sticking” materials into the procedure that are not foreseen in the Work Program at all, and usually through a shortened procedure, thereby depriving us, the deputies, of the right to intervene.
I understand that by doing so you are fulfilling someone’s private wishes and interests, but do you realize that in this way the Government is taking over the role of the legislator, while your Work Program is turning into a chaotic list without any order or meaning?

The result is complete organizational chaos. It is not known who is doing what, who is responsible for what, or whether the law has a higher legal force than a by-law. It is also not known whether the KS Assembly's Work Program is the basis for deputies' activities or if the personal interest of a few individuals is enough to turn a key planning act into a mere organizational improvisation. This same lack of system is reflected in the Government, so the executive branch has taken on the role of legislator, while the deputies in the Assembly behave like passive observers, appearing and raising their hands when they have to.

It is absurd that the Assembly determines the amount of maternity allowance by law (through a shortened procedure), and the ministry arbitrarily changes it by by-law at its own discretion, which it had no right to do. Why does none of you explain how it is possible that maternity allowances are paid in different amounts in every municipality?

Even more absurd is that the Ministry of Education and Science continues to issue decisions assigning employees to primary schools, obliging principals of schools to which they are assigned and those from which they are assigned to conclude an employment contract for an indefinite period and for a specific number of teaching hours, based on the Rulebook from 2022, even though the Assembly passed a new law in 2024 which repealed the old regulations.

In other words, the Ministry bases its decisions on an act that is legally dead and no longer exists. If the law has ceased to be valid, then the rulebook that was based on it has also ceased to be valid. This is not a matter of legal philosophy, but of elementary legal knowledge.

You no longer have excuses for the arrogance, arbitrariness, and brutal incompetence that we are all witnessing. The opposition cannot prevent you from acting outside the law or from adopting laws that you yourself have included in the Work Program. You are the creators of legal anarchy and political chaos that threatens to escalate into financial and social chaos.

The KS Assembly is not a space for PR campaigns, spin, and self-promotion, but a place where policies are confronted, arguments are presented, and laws are passed. Do not shift blame to trade unions defending workers, nor to entrepreneurs filling the budget, nor to young people you have deceived with housing subsidies. You are to blame, because you have turned the Assembly of Sarajevo Canton into an unserious, inert, and incoherent legislative body for satisfying a privileged group of individuals. You are unable to offer either a plan or a vision for the development of the capital city of our country! You are ordinary improvisers and manipulators, who are only “successful” in creating legal uncertainty and financial collapse. Not even grass will grow behind you in Sarajevo Canton!
