Aljoša Čampara wants to be Director of OSA

Advisor to the BiH Presidency member Bakir Izetbegović and current Deputy Mayor of Sarajevo, Aljoša Čampara, wants to head the Intelligence-Security Agency (OSA) of Bosnia and Herzegovina in the next four years, writes the BiH news agency Patria.

According to the provisions of the Law on OSA-OBA BiH, Čampara does not meet the stated conditions, as one of them is that "the appointment of the General Director and Deputy General Director is based on demonstrated professionalism and experience gained in intelligence-security work and law enforcement, not on political affiliation. The required experience cannot be exclusively gained in positions achieved through political appointments."

It is clear from Čampara's biography that he lacks such experience, as he has previously worked as a professional associate in the Department for Personnel Affairs and the Department for Protocol of the BiH Parliament, secretary of the Constitutional-Legal Committee of the House of Peoples of the BiH Parliament, secretary of the House of Peoples of the BiH Parliament, secretary of the Joint Services of the BiH Parliament, advisor to the Speaker of the House of Peoples of the BiH Parliamentary Assembly, and a member of the Legislative-Legal Committee of the House of Peoples of the FBiH Parliament from the ranks of external experts.

According to the Law, the General Director is appointed by the Council of Ministers, upon the proposal of the Chairperson and in consultation with the members of the Presidency, the Executive Board, and the Security-Intelligence Committee.

If Čampara's appointment were to pass, it would mean that he reached this position through political and family ties, as he is an advisor to the BiH Presidency member Izetbegović (SDA), and the Chairperson of the Council of Ministers, Denis Zvizdić (SDA), is his relative (Čampara's mother is Zvizdić's aunt), which is again contrary to the provisions of the law.

As the Patria agency has learned, Osman Mehmedagić, popularly known in Sarajevo circles by the nickname Osmica, who was in the security detail of the late President Alija Izetbegović and now heads the Department for Covert Surveillance and Documentation in OSA BiH, was the first to desire this position.

Otherwise, OSA BiH is responsible for collecting, analyzing, and distributing intelligence data to protect security, including the sovereignty, territorial integrity, and constitutional order of Bosnia and Herzegovina. The Agency exchanges intelligence data and establishes other forms of cooperation with intelligence and security services in other countries and other foreign and international institutions.

Therefore, it is even more important that someone with experience in security and police structures comes to this position.

Otherwise, it has been previously reported that Čampara also wanted a position in the FBiH Government as Minister of Justice, Minister of Internal Affairs, and at one point even the position of FBiH Vice President. What is particularly interesting is that Čampara attends sessions of the Presidency of this party, the Main Board, the Executive Board of the Cantonal Committee, and other party bodies where key decisions are made, and he has been a formal member of the SDA since February 2013.
