The decree for Lukač's new position was drafted by the daughter of the owner of the company that maintains the FUP building!

While police officers of the Federal Police Administration, as well as other budget users, await the outcome of the situation regarding the adoption of the Budget in the House of Peoples, because their salaries depend on it, the former director of FUP, Dragan Lukač, has secured himself a severance pay by receiving a new appointment as chief inspector, even after being retired from the position of FUP director!?

Last week, a farewell ceremony for the director of the Federal Police Administration, Dragan Lukač, was held at the Police House. He submitted his written resignation to the Independent Board of the FBiH Parliament, informing them that he was withdrawing from the position of director, effective January 28.

On Tuesday, January 22, the Ministry of Internal Affairs of FBiH was informed about the retirement of director Dragan Lukač. The session was attended by the Prime Minister of the Government of the Federation of BiH, Fadil Novalić, the director of the Intelligence-Security Agency, Osman Mehmedagić, police commissioners of cantonal ministries of internal affairs, and others, in addition to Minister Aljoša Čampare and director Lukač.

However, it was omitted at the time that Lukač would continue his police engagement as chief inspector in the office of the Director of the Police Administration. According to a document shown to Patria, Lukač was reinstated to the rank of chief inspector and assigned to a position corresponding to that rank?

The new position in FUP created the legal prerequisites for Lukač to receive a severance pay of up to 30,000 KM after his "next retirement." According to the Law on Police Officers in the Federation of BiH, police officers are entitled to severance pay in case of retirement, but not appointed officials, which was Lukač's status as director of the Federal Police Administration.

The new decree for Lukač, which is illegal and unlawful, especially since Lukač was not an employee of FUP before his directorial position, has caused unrest among the employees of that police agency. A source from FUP reveals that there was particularly heated debate in the Legal Service of FUP. 

"The head of the legal service, Sabina Muhović, refused to draft the decree, so Alma Karačić drafted it. Karačić is the daughter of Džemal Karačić, whose company 'Galbolos' maintains the building of the Federal Police Administration," claims Patria's source.

We attempted to verify these claims with FUP, but received no response to our questions.

Meanwhile, FUP issued a press release stating that "all assessments published by the press/portals are aimed at destabilizing the Federal Police Administration and undermining the credibility of its work, with the support of a group of engaged insiders from the Federal Police Administration, with the aim of installing suitable personnel in key positions within the Federal Police Administration in the coming period."

The media are accused of undermining FUP, while the fact that currently no one from FUP can submit reports to the prosecutor's offices, because the acting director has not yet been confirmed by the Government, is not commented on by anyone!? Practically, FUP does not seem to exist at the moment, although the message sent in Monday's statement was that "the Federal Police Administration will continue to act exclusively on the basis of legality in its work, professional conduct, and application of professional standards, regardless of all attempts at influence by implicated individuals and groups." 

"Criminal-mafia tentacles can continue to expect that the Federal Police Administration, as before, will be able to reach much higher than the fifth floor and much further than Konjic," the FUP statement reads!

The Government of the Federation of BiH, at today's session, refused to adopt the work reports for 2018 from both the Ministry of Internal Affairs of FBiH and the Federal Police Administration.
