ADS does not have to wait for the BiH Council of Ministers: Leadership of the BiH Statistics Agency appointed ex officio

(Patria) - Several items were removed from the agenda of the BiH Council of Ministers session held on July 22, concerning the appointment of heads of several state institutions. Due to the lack of political agreement, there was no consensus on appointing the deputy director of the State Investigation and Protection Agency, the director general of the Communications Regulatory Agency of Bosnia and Herzegovina, the deputy director of the Employment and Immigration Service of Bosnia and Herzegovina, the ombudsman for consumer protection of Bosnia and Herzegovina, as well as the director of the Public Institution NIO Official Gazette of Bosnia and Herzegovina.

In the latest issue of the Official Gazette of BiH of August 15, decisions of the Civil Service Agency of BiH were published, which ex officio appointed heads and deputy heads in three state institutions.

This means that the CSA utilized its legal option and after the 30-day deadline passed, during which the BiH Council of Ministers did not appoint heads, the CSA did so ex officio.


Thus, on August 7, a Decision was made to appoint Vesna Ćuzić, a senior civil servant - director of the Statistics Agency of Bosnia and Herzegovina, for a second term of four years, starting from August 15, 2025.


Two decisions were also made to appoint deputy directors of the Statistics Agency of BiH, namely Radmilo Čičković for his second term and Bahrija Čikarić, for whom this is the first term of four years.

The CSA also made a decision appointing Pejo Đurašinović to the position of senior civil servant – director of the Market Surveillance Agency of Bosnia and Herzegovina, for a second term of four years, starting from August 15, 2025.

A Decision was also made appointing Eduard Šakota to the position of senior civil servant - deputy director of the Market Surveillance Agency of Bosnia and Herzegovina, for a second term of four years, starting from August 15, 2025.

Appointments of the new leadership of the Archives of BiH, the Agency for Development of Higher Education and Quality Assurance of BiH, and some others are also pending.

The Law on Civil Service in the Institutions of BiH gives the CSA the possibility to ex officio appoint civil servants and heads, while some appointments must exclusively go through the BiH Council of Ministers because the procedures are not carried out by the Civil Service Agency.
