19 VOTES Employment Halted in Sarajevo Canton, No Changes to Company Statutes

(Patria) - The Sarajevo Canton Assembly adopted an initiative introducing a moratorium on employment in public institutions and establishments, and prohibiting changes to the statutes of public enterprises. The Sarajevo Canton Assembly today adopted, with 19 votes "for", the conclusion of the Caucus of the Party of Democratic Action, Our Party, SDPBiH, and NBL - Independent Representatives, which introduces a moratorium on employment in the public sector. The following conclusions were adopted:

1. Prohibit the Government of Sarajevo Canton and the relevant ministries from giving consent for the employment of employees for fixed and indefinite periods, for concluding work contracts and contracts for temporary and occasional jobs in the administrative bodies of Sarajevo Canton, institutes, directorates, agencies, administrative organizations, legal entities with public authority in the territory of Sarajevo Canton, public enterprises and public institutions founded by the Canton, budget and extra-budgetary funds, as well as in business entities in which the Canton participates with at least 50% of the total capital.

2. Suspend all activities on amendments and additions to founding acts and regulations on the organization and systematization of job positions, as well as to order the suspension of internal transfers of employees within institutions, enterprises, administrative bodies and ministries.

3. Educational and academic institutions, healthcare workers in healthcare institutions, the Police Administration, the Office for Combating Corruption and Quality Management of Sarajevo Canton for urgent and justified employment with the mandatory prior consent of the Government of Sarajevo Canton are excluded from point 1 of the Conclusion. Employment through programs of the Sarajevo Canton Employment Service is also excluded.

4. Entities that have already received government approval for fixed-term employment, where there is a risk that due to initiated work processes, the expiration or termination of fixed-term contracts could cause greater damage to the subject entity, are excluded from point 1 of the Conclusions.

5. Entities mentioned in point 1 of the Conclusions are obliged to immediately and without delay annul public competitions for employment that are in progress, as well as to suspend employment without public competition, all according to previously obtained consent from the competent authority.

6. The Government of Sarajevo Canton, supervisory and management boards, depending on their jurisdiction, are obliged to annul initiated tender procedures and suspend all further procedures for dismissal, election, and appointment of directors and members of management, administrative, and supervisory boards of public entities from point 1 of the Conclusion.
