Official Data: Citizens of BiH and Foreign Nationals Owe 24,975,452 KM in Traffic Fines

(Patria) - According to data on the enforcement of fines issued under the Law on the Basics of Traffic Safety
(ZOOBS), from January 1, 2023, to September 30, 2025, a significant increase in the amount of unpaid fines has been recorded, both for domestic and foreign nationals. The total amount of unpaid fines (domestic and foreign drivers) in 2025 amounts to 24,975,452.31 KM, which represents a serious challenge in terms of collection and budget losses, but also a signal for reviewing the effectiveness of existing procedures.

Citizens of BiH – Natural and Legal Persons

The total amount of unpaid fines for domestic entities has been continuously rising over the last three years:

• 2023: 9,404,711.60 KM
• 2024: 11,044,012.31 KM
• 2025: 24,759,620.66 KM

Compared to 2024, the amount of unpaid fines in 2025 has more than doubled (an increase of
124.2%), which clearly indicates the need for a stronger collection mechanism and more consistent enforcement of fines.

Foreign Nationals

A similar trend is recorded among foreign nationals:
• 2023: 110,601.85 KM
• 2024: 138,348.85 KM
• 2025: 215,831.65 KM

Although the amounts are significantly smaller compared to domestic drivers, a constant increase in unpaid fines is noticeable in this category as well, which may indicate a higher number of violations by foreign drivers or difficulties in international collection.

Necessary Measures and Recommendations

The upward trend in total debt from unpaid fines indicates the need to strengthen mechanisms for compulsory collection and enforcement, improve the information system for recording and monitoring fines, enhance international cooperation in the area of collecting fines from foreign nationals, and implement preventive campaigns to raise awareness about the importance of respecting traffic regulations.
