'EARTHQUAKE IN THE COURT' Debevec saves Osmica, letter reveals plan

(Patria) - The judiciary is at a turning point. After the departure of Milan Tegeltija, all eyes are on Chief Prosecutor Gordana Tadić and Court President Ranko Debevec.

The personal clashes between these two institutions continue. The policies supported by Tadić and Debevec constantly demand more. Independence has long been lost. Tadić proves this by not taking concrete action in the Icon case, the procurement of the Field Hospital in Republika Srpska, and the spending of over 20 million through direct agreements during the pandemic, while Debevec is preoccupied with saving Osman Mehmedagić.

Thus, a shocking letter, dated January 14, 2021, appeared in the email inboxes of judges and prosecutors. The letter was received by the President of the Court of Bosnia and Herzegovina, Ranko Debevec.

Immediately on Friday, January 15, 2021, Debevec, according to Patria's findings, tried to force the judges of the Court of BiH, or at least the majority, to distance themselves from that letter, after which a public statement would follow, a denial from the Court of BiH in which the judges of the Court of BiH would unanimously state that they are not the authors of that letter, that they do not agree with its statements and demands, and that they stand firmly with the President of the Court of BiH in defense of his integrity, honor, and dignity.

Among other things, the letter states that it is a generally known fact about his "good" relations as the President of the Court of Bosnia and Herzegovina, Judge Ranko Debevec, with the Director of the Intelligence-Security Agency of BiH, Osman "Osmica" Mehmedagić, and thus with his mentors, especially during the criminal prosecution of Director Osmanagić, the investigation, the filing of indictments, and the trials.

"We all know that as the President of the Court of BiH, you abuse your position to fulfill all wishes and orders, especially the abuse of authority by the Director of the Intelligence-Security Agency of BiH, OSA, Osman 'Osmica' Mehmedagić, especially when it comes to legalizing or covering up the privatized and criminal activities of OSA and its mentors from the shadows.

Why? Certainly not for national or religious-traditional reasons, because you, President Debevec, are of Spanish Sephardic Jewish origin. Nor solely on the basis of monetary gifts or similar favors, although we all know how much you love money, which is never enough for you.

The Director of the Intelligence-Security Agency of BiH, Osman \"Osmica\" Mehmedagić, is blackmailing you, the President of the Court of Bosnia and Herzegovina, Judge Ranko Debevec, with compromising recordings of your numerous cases of so-called \"bribery,\" with compromising recordings of contacts with proven associates of the Israeli intelligence agency Mossad at the beginning of your term as President of the Court," the letter states.

WE PUBLISH THE LETTER IN FULL

We, the judges of the Court of Bosnia and Herzegovina and the prosecutors of the Prosecutor's Office of Bosnia and Herzegovina, call on you to immediately and unconditionally resign from the position of President of the Court of Bosnia and Herzegovina and return your mandate as a judge of the Court of Bosnia and Herzegovina, for all known reasons, of which the rest of the judicial community, as well as the wider domestic public and international institutions in BiH, are partially aware.

All of us, judges of the Court of Bosnia and Herzegovina and prosecutors of the Prosecutor's Office of Bosnia and Herzegovina, knew from the first day of your mandate as a judge and then as President of the Court of Bosnia and Herzegovina that you would not be able, nor wish, to successfully perform the complex tasks and duties of a judge, nor the demanding, honorable, and responsible duty of the President of the Court of Bosnia and Herzegovina, but at that time we did not know, nor did we assume, that you would so quickly commit so many bad and dishonorable, criminal acts in those positions, which make you not only unworthy of performing that high office of President of the Court of Bosnia and Herzegovina, but also unworthy of performing the honorable duty of a judge of the Court of Bosnia and Herzegovina, equally in your first year of mandate, as in this fourth year, in this 2021.

In those days, now so long ago in 2016, when you applied for the position of President of the Court of Bosnia and Herzegovina and were then shamefully elected to that position, when we learned that you were lobbied for that position as a future puppet of the \"Judicial Mafia\" by the then Vice-President of the HJPC BiH, your friend prosecutor Jadranka Lokmić Misirača, with whom you worked for a few years in the Prosecutor's Office of Bosnia and Herzegovina, we knew that it would not be good for the Court of Bosnia and Herzegovina, nor for the Prosecutor's Office of Bosnia and Herzegovina, nor for the judiciary as a whole, especially not for the citizens of BiH.

Why? Because we, your fellow judges in the Court of BiH and we, your fellow prosecutors in the Prosecutor's Office of BiH, know you well as a colleague and as a person, and we learned about you, about you Ranko, as a colleague and person, that you are half-educated, half-competent, half-lazy, vain, dishonest, selfish, corrupt, greedy, debauched, crude, rude, and ill-mannered, pathologically ambitious, which is why you were ready to \"sell your soul to the devil\" for a title, position, money. And you sold it, to everyone who paid well, to everyone you faithfully served and until recently loyally and unquestioningly fulfilled all orders in return for \"debts,\" i.e., for your illegal and improper election as a judge and president of the Court of BiH.
You also sold yourself, President Debevec, to others, politicians and businessmen, as well as mobsters, for appropriate gifts, favors, monetary and non-monetary, but certainly profitable.
And one day, as the folk saying goes, \"the pot cracked,\" because you couldn't be loyal and good to everyone at the same time in the long run, serve everyone, fulfill wishes and orders, take money from everyone and promise the impossible, sit on all chairs at the same time in the long run.

And how did you fulfill and are you fulfilling their immoral, criminal wishes, orders?

We will not dwell on the period of your brief engagement as a prosecutor in the Prosecutor's Office of BiH, because it is no longer current, and you remain in the memory of your colleagues in the Prosecutor's Office of BiH that you spent more time on false and hypochondriac sick leaves than at work, that you were an incompetent and lazy prosecutor, that you avoided complex cases, and that you barely finished the simplest cases in the easiest prosecutorial department which you finally got after several external interventions. Your prosecutor colleagues also remember that if you were not on sick leave or on numerous breaks, you \"killed\" time by unsuccessfully harassing and sexually harassing young female employees and interns in the Prosecutor's Office of BiH.

As a judge of the Court of BiH, you behaved the same as a prosecutor in the Prosecutor's Office of BiH: an incompetent and lazy judge, you worked on the easiest judicial department and cases, you took frequent unnecessary sick leaves and unjustified absences, and you continued to unsuccessfully harass and sexually harass young advisors, associates, and interns, now in the Court of BiH.

After your illegal, shameful election as President of the Court of BiH, the details of which everyone has now become acquainted with, you first promoted yourself from a first-instance criminal judge to a second-instance judge of the same Court, as a judge of the Appellate Division of the Court of Bosnia and Herzegovina, using the privileges and powers of the Court President, and immediately after that, your intimate friend, criminal judge Amela H., also using the powers of the Court President, you promoted her to a second-instance judge, as a judge of the Appellate Division of the Court of Bosnia and Herzegovina, so that you now have a loyal ally for \"deciding\" on appeals against first-instance verdicts, either in joint appellate panels where you always have a majority for decision-making, or in other appellate panels where you need to \"find\" just one more fellow judge for the required majority decision, and such a colleague is always found, we all know which judges are ready for such \"cooperation.\"

There are many first-instance criminal verdicts, President Debevec, which you have illegally confirmed, overturned, or modified in the second instance in this way, either on the orders of Milan Tegeltija when you were \"his player,\" or of prosecutor Misirača and others from their former lobby in the HJPC BiH, based on returning the debt for the illegal election, or on the orders of other new mentors Osman \"Osmica\" Mehmedagić and his mentors, as well as \"successful businessmen,\" mobsters, K

When it comes to the first-instance criminal department, we all know that you have several loyal subordinate criminal judges, unfortunately our colleagues, in all criminal departments, from the pre-trial judge to the pre-hearing judge, from general crime, organized crime, to war crimes, judges who \"finish cases\" for you in the first instance, and which you then confirm or change with the second-instance judge Amela H. and other judges loyal to you in the second instance as needed.

Thus, in the first instance criminal department, precisely for such needs, you have Judge Davor J., whom you promoted to Deputy President of the Court, your deputy, then Judge Minka K., for whom you lobbied colleagues to illegally remain in the long-term position of Head of the Criminal Department, Judge Halil L., whom you lobbied to be the new member of the HJPC BiH representing the judges of the Court, to Judge Nenad \Scaron;., whom you persistently keep in the first-instance criminal department for these very matters and needs, despite the fact that he should have been relieved of his judicial duties long ago due to judicial incompetence, his notorious long-term chronic alcoholism, and the related consequences that his alcoholism has had on his mental state and reduced ability to reason. You promote judges loyal to you in the first instance to judges in the second instance or keep them in hope so that they \"work for you,\" if they are not already doing so due to the exchange of gifts and favors, or you blackmail them because of it.

In similar ways, you \"finished\" and \"are finishing\" orders in other departments of the Court, in first and second instance civil and administrative departments. In all cases where large sums of money are involved (civil litigation, enforcement), or important decisions with political consequences (administrative), you intervene or mediate, thus finishing cases for mentors and businessmen, of course for gifts and favors.

We will not now list the judges loyal to you in these departments, first and second instance, it is generally known in the Court, and your \"modus operandi\" is the same here: you use certain loyal first-instance judges in the same ways, as well as certain second-instance judges whom you appoint, promote, or threaten or blackmail them with return, degradation to the first instance.
Your next step as President of the Court was, in order to take control of criminal cases, to remove the judge for preliminary hearings of the Court from the key position, who regularly decides on the confirmation of indictments, Judge Branko Perić, who until then had performed that duty independently, autonomously, and professionally, and to appoint to that position, at the request of Milan Tegeltija, Judge Dalida B., who worked for some time according to your instructions and Tegeltija's instructions. After the \"business\" breakup with Milan Tegeltija, you immediately removed Judge Dalida B. from that position, who in the meantime also \"escaped\" your control, so you appointed to that key position your loyal, limited judge Enida H., who as a judge for preliminary hearings fulfills all your wishes and orders regarding the (non)confirmation of indictments.

Then, you kept Judge Tatjana K. in another key position of criminal proceedings in the Court as a judge for preliminary proceedings, who decides on all investigative proposals of the Prosecutor's Office of BiH, despite the fact that she is an incompetent, very limited, and impressionable person, or precisely because she has shown and proven loyalty to you and your key judges in criminal proceedings. Thus, you know everything about the current investigations of the Prosecutor's Office of BiH at all times, and you influence those that interest you through Judge Tatjana K. This becomes particularly relevant when it is necessary or not to determine a measure of detention for a suspect or to decide on a search, or on secret investigative actions during an investigation, etc.

Therefore, through your judges Enida H. and Tatjana K., all indictments of the Prosecutor's Office of BiH and all investigations of the Prosecutor's Office of BiH are in your hands, and through judges loyal to you in the first and second instance criminal, civil, and administrative departments, all important cases of the Court of BiH!

Of course, part of your team in the Court is also the court administration loyal to you, primarily court officials working on the so-called CMS court computer system which deals with the so-called \"automatic assignment of cases,\" as well as court officials who work on the commission-based assignment of cases for trial, all so that court cases that interest you are purposefully assigned to \"Your\" judges in the first and later in the second instance.

Out of respect for the Court and colleagues who work honorably and honestly, we will not further expose to the public compromising facts that are known to all of us in the Court and the Prosecutor's Office of Bosnia and Herzegovina about these key judges loyal to you, but also about the prosecutors of the Prosecutor's Office of Bosnia and Herzegovina whom you \"keep in touch\" for the purpose of \"finishing\" cases.

Furthermore, the generally known fact of your \"good\" relations as President of the Court of Bosnia and Herzegovina, Judge Ranko Debevec, with the Director of the Intelligence-Security Agency of BiH, Osman \"Osmica\" Mehmedagić, and thus with his mentors, especially during the criminal prosecution of Director Osmanagić, the investigation, the filing of indictments, and the trials, has long been present in the public.

The Director of the Intelligence-Security Agency of BiH, Osman \"Osmica\" Mehmedagić, is blackmailing you, the President of the Court of Bosnia and Herzegovina, Judge Ranko Debevec, with compromising recordings of your numerous cases of so-called \"bribery,\" with compromising recordings of contacts with proven associates of the Israeli intelligence agency Mossad at the beginning of your term as President of the Court, and with compromising recordings of your explicit sexual adventures with minors, especially teenagers, a tendency of yours that has been a generally known fact to us in the Court and the Prosecutor's Office of BiH for many years.

Regarding the current trial in the Court of the Director of the Intelligence-Security Agency of BiH, Osman \"Osmica\" Mehmedagić, the indictment was confirmed by the aforementioned Enida H., a judge for preliminary hearings, upon the \"permission\" of Court President Debevec, which was forced by public pressure and international institutions and embassies. However, the outcome of this trial is not left to chance or the professionalism of some honorable criminal judge of the Court who is not under your control, and there are quite a few such judges in the Court, in fact, the majority.

The Director of the Intelligence-Security Agency of BiH, Osman \"Osmica\" Mehmedagić, although a half-educated man with two fake diplomas, is a person of exceptional cunning and intelligence, with above-average intelligence and skill, so he, with his \"associate\" Debevec (we know the meaning and role of \"associate,\" \"agent\" in the intelligence-security system), planned and executed a top operational \"combination\": the CMS system \"automatically,\" i.e., \"independently and randomly,\" assigned Judge Branko Perić as the presiding judge in that important case. \"Osmica\" rightly concluded that for his acquittal, a verdict of \"Osmica,\" the least suspicious, and thus acceptable verdict, would be delivered by Judge Nebošnjak and a non-sympathizer of the SDA party, a sworn opponent and critic of President Debevec, a publicly beloved critic of Tegeltija and his lobby in the HJPC BiH, a proven fighter for the rule of law and independent judiciary, an intellectual and a gentleman, a favorite of international institutions in BiH: the honorable Judge Branko Perić.

How did the honorable and professional Judge Perić agree to such a dishonorable and criminal act? Well, for similar reasons and in the same way that President Debevec is under control. Due to compromising secret recordings by OSA, which in Judge Perić's case are not recordings of \"bribery\" as with Debevec and Tegeltija. Every person has a weak spot and a sin, but it is not secretly recorded and kept, unless it is a person of intelligence-security interest, which Judge Perić certainly is, as are many other people in important positions, according to the assessment of OSA, Director \"Osmica\" and his mentors. Out of respect for Judge Perić and his family, we will not write about what it is.

Unfortunately, the honorable Judge Perić will be forced to issue an acquittal to the accused Director \"Osmica\" due to such blackmail by Director \"Osmica\" and instructions from President Debevec, and do so promptly, in the shortest possible time. He has been ordered to conclude the case with an acquittal as quickly as possible, so Judge Perić is forced to try this case twice a week, which is unprecedented in the practice of the Court of BiH, especially now when there is a personal order from President Debevec that, due to the pandemic, criminal cases and trials should be held every other week, except for so-called detention cases which can be tried every week, but only once a week.

Director \"Osmica\" is already boasting at clandestine \"gatherings,\" which he holds with his closest associates and his mentors and protectors, that Judge Perić has already written an acquittal for him, and that \"his\" judge has two versions of the verdict, one according to which the criminal offense was not proven and another that the accused did not commit the offense he is accused of, which will all depend on the persistence and success of prosecutor Čavka's proof in this already lost prosecutorial case. In the Court of BiH, criminal judges, colleagues of Judge Perić, are already betting on these two versions, with the prevailing professional assessment being that Judge Perić will acquit the accused on an elegant and creative ground of the non-existence of a criminal offense, as Judge Perić once stated in a similar situation, taking a radical stance that such acts \"should be decriminalized,\" simply put, removed from the Criminal Code because they are \"relics of the communist past.\"

Director \"Osmica\" will of course not forget Judge Perić for such an acquittal, even if forced, while President Debevec will reward him, albeit with a consolation prize of a second-instance judge in the Court of BiH in the second half of this year, so this is also one of the reasons for Judge Perić's haste to conclude this case promptly.

Regarding the secret recording and use of such compromising recordings by OSA, it is interesting to tell the public, as Mr. Mektić has already publicly stated, that Milan Tegeltija did not resign from the position of President of the HJPC BiH due to the publicly revealed case \"Potkivanje II\" (a relatively harmless case, from his rich practice, of rigging the election for the judge sister of Ms. Buha, a former member of the HJPC BiH), but due to the recorded footage by OSA and Director \"Osmica,\" the new secretly documented case of Milan Tegeltija \"Potkivanje III\" and certain compromising private recordings of his which would certainly have jeopardized his marriage, and which new recordings were discreetly presented to Tegeltija, due to which he nevertheless \"voluntarily\" resigned.

Now, about the current court case \"Respirators\" and the accused Prime Minister Novalić, the key role of President Debevec and Director \"Osmica\" in that case, and their creative \"combination.\" The indictment was finally confirmed after delays, but under public pressure, especially from international institutions and embassies, so President Debevec reluctantly gave instructions to the judge for preliminary proceedings Enida H. to confirm it.

Since the mentor(s) of the accused Federal Prime Minister Novalić and Director \"Osmica\" decided that the accused Novalić is not guilty in the \"Respirators\" case, for which an acquittal should be issued, Director \"Osmica\" was given the task to acquit the accused Novalić, and President Debevec was given the same task.

Precisely because of this, President Debevec and Director \"Osmica\" discreetly and \"accidentally\" met in other people's apartments and venues, which was revealed to the public, so now they communicate exclusively through intermediaries or using so-called \"crypto\" phones, which cannot be controlled or monitored with current technology, which is why they have become the preferred means of communication, a tool for criminals, spies, etc.

After President Debevec informed Director \"Osmica\" about which criminal judges of the Court of BiH could try this case, and there are only three criminal trial panels, or nine criminal judges, Director \"Osmica,\" following the instructions of Prime Minister Novalić, chose Judge Izo T. from Tuzla, whom both have known for a long time, who is inclined towards the SDA party and the Izetbegović family, so it was decided \"at the top\" that Judge Izo T. would be the presiding judge of the trial panel, and thus his trial panel, which includes Judge Biljana Ć., his long-time lover. Therefore, the majority decision of the three-member trial panel is already secured, as Judge Izo T. agreed to it and his panel member is the aforementioned Judge Biljana Ć. Thus, soon, after all the accused in this case have entered their pleas, the CMS computer system will soon \"select\" Judge Izo T. and his panel for the trial of this case.
Proof of this claim is this recent tragicomic situation in the Court of BiH:

When the judge for preliminary hearings, Judge Enida H., received the \"Respirators\" case, i.e., the indictment for confirmation, and requested recusal and received it because she had previously acted in that case during the investigation and therefore could not participate in the confirmation of that indictment, the \"Respirators\" case, i.e., the indictment for confirmation, was mistakenly given to Judge Izo T., who immediately requested that the \"Respirators\" case, i.e., the indictment for confirmation, be returned to Judge Enida H., so that he could try that case, which was done promptly, so the indictment was ultimately confirmed by Judge Enida H., which is why this case can now be tried by Judge Izo T. and his panel, as planned from the beginning. This panel will also acquit the accused Novalić promptly, by holding trials twice a week, as President Debevec has already given instructions through intermediaries to Judge Izo T.

If the selection of Judge Izo T. and his panel does not materialize for any reason, the reserve trial panel, at the suggestion of the President, is the panel of Judge Hasija M., with whom President Debevec as a judge has already had \"good cooperation\" in similar cases, and which President Debevec proposed to Director \"Osmica\" from the beginning, and he refused because he and Prime Minister Novalić see Judge Izo T. as a safer \"player.\" This reserve panel with Judge Hasija M. will also result in an acquittal for the accused Novalić and others, so the only unknown for Prime Minister Novalić is when the verdict will be delivered, or how quickly it will be concluded.

Regarding other numerous and diverse abuses by President Debevec in the Court, illegal employment of officials in the Court and various abuses of the court budget, sexual exploitation and harassment of young court and prosecutor associates and interns, numerous excesses and scandals, on another occasion.

President of the Court of Bosnia and Herzegovina, Judge Ranko Debevec, it is time for you to go, not only from the position of President of the Court of Bosnia and Herzegovina, but also from the position of judge in the Court of BiH. Resign and make space for an honest, conscientious, professional, responsible President of the Court of Bosnia and Herzegovina and with such qualities for a judge of the Court of Bosnia and Herzegovina, for all of us honorable, honest, professional, and responsible judges and prosecutors, for all of us citizens of BiH.
We have no illusions that you will be arrested, detained, convicted, and dismissed from duty due to the aforementioned crime, as well as other criminal acts that we are not mentioning now, because we want to finish this open letter.

To the President of the Court of BiH Ranko Debevec, all other judges of the Court of Bosnia and Herzegovina, all prosecutors of the Prosecutor's Office of Bosnia and Herzegovina, all members of the HJPC BiH, the Office of the Disciplinary Prosecutor of the HJPC BiH, all print and electronic media in BiH, and all international institutions and embassies in BiH," the letter sent to prosecutors and judges of the Prosecutor's Office of BiH and the Court of BiH states.
