
(Patria) - At the 37th session of the House of Representatives of the BiH Parliament (PSBiH), the Bill on Amending the Bill on Excise Taxes in BiH, proposed by MP Saša Magazinović, was adopted under an urgent procedure.
The House previously adopted the proposer's request for this Bill to be considered under an urgent procedure. Along with this Bill, the House also adopted the following conclusions:
• The House of Representatives of the PSBiH forwards the Bill on Amending the Bill on Excise Taxes in Bosnia and Herzegovina to the House of Peoples of the PSBiH and requests that it be considered under an urgent legislative procedure in accordance with Article 124 of the Rules of Procedure of the House of Peoples of the PSBiH;
• The House of Representatives of the PSBiH calls on the House of Peoples of the PSBiH to consider the Bill on Amending the Bill on Excise Taxes in Bosnia and Herzegovina as soon as possible, given the serious disruptions in the oil derivatives market, their direct consequences on the economy and citizens, and the uncertainty and unpredictability of future market trends.
The House of Representatives also adopted, under an urgent procedure, the Bill on Amending the Bill on Salaries and Benefits in the Institutions of Bosnia and Herzegovina, proposed by MPs Ermina Salkičević Dizdarević, Sabina Ćudić, and Aida Baručija. Previously, the House adopted the proposer's request for this Bill to be considered under an urgent procedure.
Under an urgent legislative procedure, the Bill on Restricting Property Disposal to Prevent Terrorism, Financing of Terrorism, and Financing the Proliferation of Weapons of Mass Destruction, proposed by the Council of Ministers of BiH, was also adopted. The House previously adopted the proposer's request for this Bill to be considered under an urgent procedure.
The House of Representatives adopted, in the first reading, the Bill on Amending the Bill on Labor Relations in the Institutions of Bosnia and Herzegovina, proposed by MP Rejhana Dervišević.
A request to consider the Bill on Amending the Law on Prohibition of Discrimination, proposed by MP Rejhana Dervišević, under an urgent procedure has been sent to the Collegium of the House for harmonization due to the lack of an entity majority.
The House did not adopt the request to consider the Bill on Amendments to the Law on Independent and Supervisory Bodies of the Police Structure of Bosnia and Herzegovina, proposed by MP Jasmin Imamović, under an urgent procedure. The proposal to consider this Bill under an abbreviated legislative procedure has been sent to the Collegium of the House for harmonization due to the lack of an entity majority.
Regarding the vote of the House of Representatives on setting a new deadline for submitting the report or suspending the legislative procedure for the Bill on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, proposed by MPs Darko Babalj, Branislav Borenović, Mira Pekić, Nenad Grković, and Mladen Bosić, the House adopted the following conclusions:
1. In the conclusion of December 22, 2025, adopted within the debate on the first agenda item at the 36th urgent session of the House of Representatives, the text: "The aforementioned opinions will be an integral part and annex to the report on the results of the public debate that the Constitutional-Legal Committee will submit to the House", is amended to read: "The aforementioned opinions submitted or delivered during the public debate will be an integral part and annex to the report on the results of the public debate."
2. Based on Article 120, paragraph (6) of the Rules of Procedure of the House of Representatives of the PSBiH, the House of Representatives determines that Friday, March 27, 2026, is the new deadline for submitting the Committee's report.
The House of Representatives held a debate on initiating the procedure for a serial nomination for inscription on the UNESCO World Heritage List of architectural works by Bogdan Bogdanović in Bosnia and Herzegovina, proposed by MPs Jasmin Imamović and Saša Magazinović. In relation to this initiative, the House adopted the following conclusions:
1. The Ministry of Civil Affairs of BiH is tasked with initiating the procedure, through the State Commission for Cooperation with UNESCO, for the serial nomination of architect Bogdan Bogdanović's works in Bosnia and Herzegovina for inscription on the UNESCO World Heritage List. This includes inclusion on the Tentative List and preparation of the nomination file for the following sites: Partisan Memorial Cemetery in Mostar, Garavice Memorial Park in Bihać, and Nekropola žrtava fašizma Smrike in Novi Travnik;
2. The Ministry of Civil Affairs of Bosnia and Herzegovina and the State Commission for Cooperation with UNESCO are tasked with inviting other former Yugoslav countries where monuments by author Bogdan Bogdanović are located to join, thus giving the nomination a regional character;
3. The House of Representatives of the PSBiH tasks the Council of Ministers of BiH to propose amendments to the Criminal Code of BiH within 30 days, which would criminally sanction the use of slogans and symbols related to the "NDH - Independent State of Croatia", a puppet of Nazi Germany and the fascist Ustasha movement, which are becoming an increasingly frequent occurrence in Bosnia and Herzegovina, including mass gatherings, and are also increasingly receiving support or encountering inappropriate relativization.
Given that this is one of the most infamous regimes in human history that committed mass crimes in these areas, and that the awakening of these specters of the past threatens to sow discord and intolerance among the constituent peoples and others in Bosnia and Herzegovina, the adoption of this law is necessary.
Considering the particularly brutal and horrific connotations of the aforementioned slogans and symbols, as well as the cruelty and number of crimes committed under them, and the fact that they are increasingly used in Bosnia and Herzegovina, it is appropriate to explicitly and concretely specify these slogans and symbols in the Criminal Code of Bosnia and Herzegovina;
4. The House of Representatives of the PSBiH calls on the competent authorities, especially the Government of the Federation of BiH, to provide funds for the reconstruction and maintenance of the Partisan Memorial Cemetery in Mostar.
The House of Representatives adopted the proposal of MP Nihad Omerović to include on the agenda of the session of the House of Representatives the item: Initiative to review the procedure for implementing the Public Advertisement for filling management positions of civil servants in the Indirect Taxation Authority, published on June 13, 2025, on the website of the Indirect Taxation Authority.
The House also adopted the following reports:
• Report on the work of the Parliamentary Military Commissioner of BiH for 2025;
• Report on the work of the Committee on Citizens' Complaints of the Parliamentary Assembly of BiH for 2025.
The Report on the work of the Independent Board as an independent body of the police structure of Bosnia and Herzegovina for 2025 has been sent to the Collegium of the House for harmonization due to the lack of an entity majority. Due to the lack of an entity majority, the proposal of conclusion by MP Jasmin Emrić has also been sent to the Collegium of the House for harmonization, which reads:
"The House of Representatives of the PSBiH calls on the Prosecutor's Office of Bosnia and Herzegovina to take measures to uncover criminal offenses and conduct an investigation due to the grounds for suspicion that members of the Independent Board, as an independent body of the police structure of Bosnia and Herzegovina, have not fulfilled their duties from Article 3, paragraph (1), points d) and e) of the Law on Independent and Supervisory Bodies of the Police Structure of Bosnia and Herzegovina (hereinafter: the Law), and have acted contrary to Article 2, paragraph (5) of the Law by protecting Darko Ćulum, Director of SIPA, who, contrary to Article 68 of the Law on Administration, after submitting his resignation on March 18, 2025, left the position of director, and on July 14, 2025, contrary to Article 119 of the Law on Police Officers, after unjustified consecutive absence from work for 81 working days, arbitrarily usurped and continued to perform the function of director."
Within this agenda item, the House took note of the Work Plan of the Independent Board as an independent body of the police structure of Bosnia and Herzegovina for 2026.
The Annual Training and Exercise Plan for members and units of the Armed Forces of Bosnia and Herzegovina abroad for 2026, submitted by the Ministry of Defense of BiH, was also taken note of.
The House of Representatives did not adopt the Proposal of the Decision on the Council of Persons with Disabilities of Bosnia and Herzegovina, proposed by MP Rejhana Dervišević.
The Annual Report in the field of agriculture, food, and rural development for 2024, submitted by the Ministry of Foreign Trade and Economic Relations of BiH, was not adopted. In relation to this Annual Report, the House adopted a conclusion that reads:
"The Council of Ministers of Bosnia and Herzegovina is instructed to, within the existing agencies and directorates (Directorate for Economic Planning, Directorate for European Integration, Institute for Standardization, Food Safety Agency, Agency for Promotion of Foreign Investments in BiH), establish a project-administrative department that would have the role and objective of developing - supporting the development of applications, project proposals, i.e., administrative support for existing agricultural associations, registered agricultural producers, so that they have the opportunity to use funds from the pre-accession funds of the European Union in the field of agriculture and rural development."
Due to the absence of the proposer's representative, the House of Representatives did not debate the Reform Agenda, proposed by the Council of Ministers of BiH.
The House of Representatives gave consent for the ratification of:
• Protocol between the Council of Ministers of Bosnia and Herzegovina and the Government of the Republic of Lithuania on the implementation of the Agreement between Bosnia and Herzegovina and the European Community on the readmission of persons residing without authorization;
• Loan Agreement (Credit Line No. III to the Deposit Insurance Agency of Bosnia and Herzegovina) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, operation number 55992);
• Loan Agreement (Just Transition Project in Selected Coal-Rich Regions of Bosnia and Herzegovina) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development.
