House of Representatives Adopts Budget of BiH Institutions

(Patria) - The House of Representatives of the BiH Parliament adopted the Budget of BiH Institutions for this year by urgent procedure at today's emergency session.

Amendments to two laws were also adopted - on the High Judicial and Prosecutorial Council (HJPC) of BiH and on Public Procurement of BiH.

According to legal deadlines, the Budget should have been adopted by the end of last year, but it only recently came out of the BiH Ministry of Finance and Treasury.

(Patria) - A debate is underway in the House of Representatives of the PS BiH on the Draft Law on the Budget of BiH Institutions and International Obligations for 2024 under urgent procedure. The budget is proposed at 1.3 billion KM. For it to enter into force, it must be adopted by the House of Peoples of the PS BiH.

The House of Representatives adopted it today with votes from ruling parties (HDZ, SNSD, and Trojka), while the opposition voted against. More precisely, 23 representatives voted in favour, while 16 voted against.

The Budget of BiH Institutions for this year amounts to 1.3 billion KM. For it to enter into force, it must also be adopted by the House of Peoples of the BiH Parliament. An emergency session of that house is scheduled for Friday, July 19, starting at 11 AM.

Regarding the amendments to the Law on the HJPC of BiH, they extend the deadline for the establishment of the integrity department, which verifies the assets of judicial office holders, without which judges and prosecutors cannot assume their duties.

The deadline is being moved for the third time, this time until February 2025, writes Faktor.

According to the amendments to the Law, all those appointed by March 23, which was the previous deadline for establishing the integrity department, can assume their duties, and will be subsequently verified.

Almost all representatives supported this law.

As for the adopted amendments to the Law on Public Procurement of BiH, they were proposed by four representatives from SDP, Our Party, NiP, and HDZ (Saša Magazinović, Sabina Ćudić, Nihad Omerović, and Predrag Kožul).

The changes were proposed due to the emergence of so-called professional appellants who complain "about everything and anything" in order to either gain benefit or prolong the procedure.

The amendments to this law provide, among other things, for an increase in the fee for lodging an appeal, and this fee would also have to be paid within the deadline for lodging the appeal in the future.
