Why are Zubac and Lukač not suspended despite ongoing investigations against them?

Complaints and serious investigations against Goran Zubac, director of the Agency for Investigations and Protection (SIPA), who is accused of war crimes and dereliction of duty, as well as complaints against Dragan Lukač, director of FUP, for malversation regarding separate living allowances, are not enough for their suspension, even though many, albeit lower-ranking, police officials have even lost their jobs for minor offenses or mere suspicions of dereliction of duty.

Given that Zubac and Lukač, by their job descriptions, are supposed to lead the fight against corruption, the question is how we can even talk about that fight at this moment if the heads of the agencies are burdened by complaints and investigations.

Double standards are clearly being applied, as evidenced by the latest case of Enes Gačanin, deputy director of the BiH Border Police, who was promptly suspended by director Vinko Dumančić immediately after disciplinary proceedings were initiated against Gačanin. The Minister of Security of BiH, Fahrudin Radončić, proposed initiating disciplinary proceedings against Gačanin because he attempted to misinform this ministry after the deputy commander of the BiH contingent in the UN Peacekeeping Mission in South Sudan, Edvin Kutlovac, voluntarily left that country.

Nothing better happened to Rašid Palić, the dismissed head of the Regional Office of the State Investigation and Protection Agency in Sarajevo, who was fired a year ago but must be reinstated to SIPA by a non-final court decision. We remind you that Palić was left jobless by SIPA director Goran Zubac, following disciplinary proceedings for an alleged serious violation of official duty. Although the Court of BiH ruled that Palić was not guilty and that a report had already been filed with the BiH Prosecutor's Office against Zubac and those who fabricated this process, Zubac is not stopping, and has announced an appeal against the verdict.

The Independent Board of the Parliamentary Assembly of BiH is neither convening nor making statements, and the Council of Ministers of BiH, headed by the relevant minister, has not taken a clear stance regarding the investigations against Zubac or Lukač. Perhaps this will happen after the Council of Ministers finally concludes its session with one item on the agenda: a discussion on the current security situation in our country. We remind you that the session began on Thursday but was interrupted due to the session of the BiH Fiscal Council.
