Law enters into force, but young people still wait for money: Minister Pandurević and the Government of Sarajevo Canton must compile the final list

(Patria) - The Sarajevo Canton Assembly adopted on October 15 the Law on the supplementary payment of funds to beneficiaries of the subsidy under the public call for subsidizing the resolution of the housing issue of young people for 2023. That law was published in the Official Gazette of Sarajevo Canton on October 23, and enters into force only on the eighth day from the day of publication.

The law has been in force since October 31, and it is stipulated that the Ministry of Communal Economy, Infrastructure, Spatial Planning, Construction and Environmental Protection, within 15 days from the date of entry into force of this law, shall notify all candidates of the obligation to submit documentation necessary for the realization of the payment.

“The Ministry shall, by a special act, prescribe the type, content and method of submitting documentation necessary for the realization of the payment of funds under this law. The Ministry, after the expiry of the deadline for submitting complete and valid documentation, compiles and submits to the Government of Sarajevo Canton the final list of beneficiaries for confirmation and adoption of a decision on the payment of funds. The schedule and dynamics of the use of funds shall be specified by the Government of Sarajevo Canton by a special act, no later than 15 days from the date of submission of the final list. The Ministry of Finance of Sarajevo Canton shall execute the payment of the supplementary funds in accordance with the available funds provided in the Budget of Sarajevo Canton,” the law states.

However, some of the applicants waiting for the payment of the subsidy difference confirmed to Patria that they have not received a call to submit documentation, and that the Ministry is not providing them with any information about the further procedure.

The law provides for an additional 5,000,000.00 KM, which is divided in equal amounts per each beneficiary who exercises the right in accordance with this law.

To receive the difference in money, young people must meet the following conditions:

a) that they have exercised the right to a subsidy under the Public Call and are on the final priority list of candidates for subsidizing the resolution of the housing issue of young people number 05/01-19-44617-5/23 of December 25, 2023;

a) that they have not lost the right to the subsidy nor declared withdrawal;

b) that they have submitted complete and valid documentation from Article 3, paragraph (2) of this law within the prescribed deadline, which unequivocally proves the fulfillment of conditions for the payment of supplementary funds.

We remind you that about 1,100 young people received 4,816 KM each under the public call from 2023, followed by a struggle for the remaining funds. However, regardless of the adopted law, there is no information from the Ministry of Communal Economy on when the final list will be submitted to the Government of Sarajevo Canton.

The law provides for payment from the Budget for 2025, which means that the Government of Sarajevo Canton does not have much time left to pay the difference to the young people.
