Law on Residence and Temporary Stay Still Pending

After a break requested by Borjana Krišto (HDZ BiH) for harmonization and a decision on the voting procedure for the Law on Residence and Temporary Stay, the House of Peoples resumed work, and Borjana Krišto stated that she used the break to reach a possible agreement, but they did not succeed.

Martin Raguž (HDZ 1990) said that this issue was raised by the Bosniak Caucus to clarify additional elements and, due to its significance for relations in BiH, he believes that the strength should be found to improve it.

- I am contributing to the calming of political tensions and propose that this law be amended - Raguž said.

Mladen Ivanić (PDP) said that he did not understand how the periodic checks were directed at returnees.

- A million people with the address bb are in BiH, which everyone has the right to register. This law has also received the support of European institutions. I would like, because of my commitment, to hear what this law actually prevents returnees from returning, but that must really be an argument, but if we are going to talk about Srebrenica. And I do not think it is good for returnees that people who publicly registered and then deregistered after the elections - Ivanić said, adding that it is a fact that those who do not live here are getting identity cards in BiH.

Ognjen Tadić, a delegate from SDS, said that this issue was discussed at the last session and that there was no need to reopen the discussion.

- We only needed to confirm the court decision and vote on the procedure, and after that, discuss the merits of the law. We now have a conclusion and Genjac (Halid Genjac, op.a.), and that is a violation of the procedure. Why does he even have the opportunity to propose a conclusion when, according to the rules of procedure, he has no right to do so - Tadić said.

Staša Košarac, a delegate from SNSD, said that this is only creating additional circuses in the institutions.

- It was voted in July that this law be considered under an urgent procedure. There is a great influence of the civil sector here. I don't know if Duška Jurišić contributed to improving life in Srebrenica. This law has the support of security institutions, and it also has support in the House of Representatives, so what else needs to pass, harmonization with the coalition 1. mart. I want to say further that the entire procedure is completed and we can only vote. I propose that Genjac withdraw the conclusion - Košarac said.

Mehmed Bradarić, a delegate from SDP, said that they voted for the urgent procedure.

- The Council of Ministers adopted this law back in 2010. For us, the law is never controversial, and if there were more state laws, our country would be stronger. The rights of returnees are not usurped by this. There is no control, it is impossible for the police to go to an address a thousand times, and you are never there. They won't take your residence, so what else would the police do but check if you are home - Bradarić said.

He added that the law was drafted according to European directives.

After voting on Halid Genjac's Proposal for a Conclusion, there was no entity majority, because delegates from RS were against the conclusion. According to the procedure, the conclusion now goes for harmonization to the Collegium of this House, and when the Collegium agrees or disagrees on it, it will come before the House of Peoples again.
