Belated (Re)action: Prosecutor's Office of BiH Orders Police Agencies to Arrest Nenad Stevandić a Day After His Return from Serbia

(Patria) - The Prosecutor's Office of BiH issued an order to police agencies in BiH for the arrest of Nenad Stevandić a day after Stevandić mysteriously entered Bosnia and Herzegovina, a document in possession of Istraga.ba confirms. The belated order was signed by state prosecutor Dubravko Čampara, reports Istraga.ba

“Pursuant to Article 35, Paragraph 2, Point e) of the Criminal Procedure Code of Bosnia and Herzegovina, I issue an ORDER….. that, in accordance with your managerial and legal authorities, you notify all organizational units of your police agency that the aforementioned suspects (Nenad Stevandić, Milorad Dodik and Radovan Višković) must be deprived of liberty without delay and brought before the Court of BiH,” stated in the Order which was delivered to the Border Police of BiH, SIPA, MUP RS, FUP and the Police of Brčko District by state prosecutor Dubravko Čampara.

The Order, as you can see in the attached photograph, was issued on March 20 this year, i.e., a day after Nenad Stevandić returned from Serbia to Bosnia and Herzegovina.

It is precisely because of this delay by state prosecutor Dubravko Čampara that the central search for Dodik, Stevandić and Višković was, as we learn, entered into the SIPA system only on Friday, March 21 this year. The order that the Prosecutor's Office of BiH delivered to police agencies states that the Court of BiH had already ordered custody for Milorad Dodik, Nenad Stevandić and Radovan Višković on March 12.

“The Prosecutor's Office of BiH is conducting an investigation against suspects Milorad Dodik, Radovan Višković and Nenad Stevandić due to reasonable suspicion that they committed the criminal offense of 'Attack on the Constitutional Order', and against these suspects the Court of BiH, by a decision of March 12, 2025, ordered a measure of custody, and subsequently issued an order for deprivation of liberty and issuance of a warrant. Bearing in mind that the said persons continued to commit criminal offenses, and that in addition to the special custodial reason under Article 132, Paragraph 1, Point a) (risk of flight, ed.), conditions have also been met for ordering custody due to special custodial reasons under Points b) and c) (influence on witnesses and repetition of the criminal offense, ed.), with the aim of executing the order of the Court of BiH for deprivation of liberty, it is necessary that, in accordance with your managerial and legal authorities, you notify all organizational units of your police agency that the aforementioned suspects must be deprived of liberty without delay and brought before the Court of BiH,” stated prosecutor Čampara.

As can be read from this document, the Court of BiH issued an order on March 12 for deprivation of liberty and issuance of a warrant for Dodik and others, while the Prosecutor's Office of BiH sends the order to police agencies eight days later, i.e., on March 20. It is precisely in this time period that Nenad Stevandić returned to Bosnia and Herzegovina. According to official reports, Stevandić entered BiH on March 19, and was not deprived of liberty when crossing the border. The Intelligence-Security Agency of BiH (OSA) informed the Prosecutor's Office of BiH that Stevandić would enter Bosnia and Herzegovina on March 19. But the Prosecutor's Office of BiH, as can be seen, sent the order to police agencies on March 20.

“I returned, no one stopped me, and I also made sure not to endanger anyone,” said Stevandić in a statement for the Klix portal after returning to BiH.
