2.5 million KM for the construction, adaptation, and reconstruction of cultural and built heritage

(Patria) - The Government of the Federation of BiH today, at the proposal of the Federal Ministry of Culture and Sports, adopted the Decision on the adoption of the Program for the expenditure of funds with criteria for distribution "Capital transfers to non-profit organizations - construction, adaptation and reconstruction of cultural and built heritage", determined in the Budget of the Federation of BiH for 2024, in the total amount of 2,500,000
KM.

As determined by the Decision, the purpose of the Program is the execution of works on sacral architecture objects, and the organizations, i.e., recipients are traditional religious communities in the Federation of BiH (legal entities) selected through a public call.

The distribution of funds will be carried out in accordance with general and specific criteria. General criteria, which are eliminatory, are a clearly and realistically described project goal, a detailed project budget, a project proposal, a contract with the contractor, proof of co-financing, and a certified statement that the project will be realized within the deadline stipulated by the contract.

Specific criteria include a clear, realistic, and feasible work plan in accordance with the condition of the facility (remediation, preliminary protection, restoration, and revitalization), and a clear and understandable reason for the works, proof of the share of own funds in financing the project or the participation of other partners in the realization through project co-financing, a building permit, and photographic documentation of the facility for which an application is submitted.

Users are obliged to use the allocated funds for their intended purpose and to submit a report with complete documentation within the deadline that will be regulated by the contract. Also, users of funds are obliged to open a separate transaction account for projects and activities that are co-financed through capital transfers in the amount exceeding 50,000 KM.

The method and deadlines for reporting on the expenditure of allocated funds will be determined by contracts in accordance with the prescribed procedures for each program or project individually. The deadline for project implementation will be defined by the contract, and the allocated funds must be spent in 2024.

The Federal Ministry of Culture and Sports will control the expenditure of approved funds based on the reports submitted by the users, and if necessary, directly at the users' premises.

The Federal Ministry of Culture and Sports and the Federal Ministry of Finance are responsible for the implementation of this decision, each within their jurisdiction.
