Vranić warned KS Health Insurance Fund director Kosovac that he exceeded his authority, arranging projects without the knowledge of the Ministry and the KS Government

(Patria) - Minister of Health of Sarajevo Canton Haris Vranić (SDP BiH) sent a letter a few days ago to the director of the KS Health Insurance Fund Muamer Kosovac, which is a NIP proposal, warning him that he has exceeded his authority by organizing meetings and arranging certain projects with healthcare institutions without informing the Ministry of Health and the KS Government, who are the creators of health policy.

Minister Vranić, in his letter which is essentially a warning to Director Kosovac, states that the Fund is exclusively an institution that finances the provision of healthcare in KS.

Namely, Kosovac organized a meeting a few days ago with representatives of the Clinical Center of the University of Sarajevo, the General Hospital "Prim.dr Abdulah Nakaš" and the Health Center JU on the topic of "Creating a unified appointment calendar for specialist examinations in public healthcare institutions in Sarajevo Canton," i.e., electronic scheduling of appointments via e-referral.

"You selectively invited only certain public healthcare institutions to the meeting, not all healthcare institutions that have the ability to refer for specialist examinations, and you exceeded the authority granted to you by the Law on Health Insurance, the Decision on the Establishment of the ZZO KS, and the Statute of the ZZO KS," the letter states.

What is actually alarming in the whole story is that the Ministry was not at all informed about this project, nor about how the Fund intends to implement the scheduling for specialist examinations.

"We are of the opinion that the matter cannot be implemented in the way you presented it without jeopardizing the protection of personal data of insured persons and their medical documentation, and we warn you that this ministry, as well as the KS Government, will not assume responsibility for this project. We ask that in the future you strictly adhere to your own authorities so that this ministry does not need to initiate certain procedures in accordance with legal regulations," Vranić stated.

According to Patria's findings, the Ministry of Health of KS has not yet received a response from Kosovac.

Incidentally, the budget of the ZZO KS amounts to 582 million KM.
