The latest report of the European Commission, presented on Wednesday in Brussels, did not fully and completely determine the position of Bosnia and Herzegovina and its future status regarding the European perspective. What is clear are the facts that in a conditional candidate status, Bosnia and Herzegovina needs to confirm its commitment to the European Union by continuing to implement the set reforms, primarily reforms in the rule of law, public administration, as well as improving the functionality of institutions in the country.
The messages from the European Parliament's rapporteur for BiH, Cristian Dan Preda, encourage Bosnia and Herzegovina to accelerate the completion of reforms, which would open the possibility for the Council of Europe and its member states to recognize this effort and, as a reward, grant Bosnia and Herzegovina candidate status for membership in the European Union in the near future.
Of course, the clear demand from Brussels remains that Bosnia and Herzegovina must first form executive bodies (governments) at all levels in the country, which have not been formed even seven months after the October elections.
Faced with a stalemate regarding the formation of the BiH Council of Ministers and the blockade of the Annual National Programme (ANP) (blockade of BiH's NATO path), it can be easily assumed that the uncertain situation in BiH could continue for a longer time, and ultimately prevent the achievement of the goals set by the EU for Bosnia and Herzegovina. Therefore, the question arises whether, in the current modality of party-based representation, as a way of governing by political elites in BiH, the multi-year stagnation in the implementation of conditional reforms in Bosnia and Herzegovina can be activated at all.
Without hesitation, it can be immediately stated that such a model cannot yield the desired results. In such circumstances, Bosnia and Herzegovina simply cannot respond to the demands of the European Union, and its citizens cannot become equal to other Europeans. Specifically, the merging of political parties with judicial structures at all levels in BiH has made meaningless and euthanized any possibility of reforming the rule of law in the country as a primary goal in achieving European standards of democracy.
Finally, rigid party-based staffing in BiH institutions has multiplied an incompetent public service in the country and prevented the execution of the basic task of this public service, which is the adaptation of Bosnia and Herzegovina and its citizens to the democratic standards of the European Union.
A possible answer to the threatening paralysis of the country would be to abandon the perverse model of so-called ethnic representation and accept - the desirable model at this moment - the formation of expert governments, just as the problem of corrupt BiH judiciary could be resolved at this moment only by reintroducing international experts into the BiH judicial system.
Given that the deadlines are short, and the formation of new EU structures (European Commission, Council of Europe...) will likely take time, the swift establishment of such an expert government would give hope that the expected reforms in BiH can be implemented to a sufficient extent and within an objective timeframe, and in that case, European institutions would have reason to reward BiH with candidate status for membership in the European Union.
It is not pretentious to recognize and call such a government of experts - and there are some within BiH as well as outside the country - at this moment a government of national salvation.
Non-party experts, free from the political will of ethnic oligarchies and dedicated to the goal of achieving BiH's candidate status for membership in the European Union, would certainly be an expression of the political will of the citizens of Bosnia and Herzegovina, regardless of their ethnic and entity affiliation.
The only question that remains is whether the party oligarchies in BiH are ready to give up their comfort of power for the good of the citizens.
