
(Patria) - The Government of Sarajevo Canton (KS), at the proposal of the Minister of Finance Afan Kalamujić, adopted the Draft Law on the Register of Financial Claims in KS and sent it to the parliamentary procedure.
This law stipulates the establishment of a unified register of financial claims, which is crucial for centralized, quality, and efficient management of cash flows in the Canton.
The aim of this Law is to establish and maintain a unified register of financial claims that will consolidate the record of data on claims from numerous data entry obligors in the Canton.
The register will cover a wide range of claims, including:
‣ claims based on public revenues (court and administrative fees, concession fees, fines, and other non-tax public revenues);
‣ claims from contractual relationships (loans, borrowings, recourse proceedings);
‣ claims for health services provided to foreign insured persons; and
‣ utility claims for supplied thermal energy, gas, water, waste management, and other utility services, which have not been paid within 180 days of their due date.
- All key entities in the Canton are obligors for data entry, from cantonal ministries, administrations, courts, prosecutor's offices, the Legal Protection of Public Property Office, the University of Sarajevo, and other budget users, to extra-budgetary funds, local self-government units (municipalities/cities), as well as legal entities in which the Canton and/or local self-government participate with more than 50% of the total capital - said the KS Minister of Finance Afan Kalamujić.
He added that the Register will be established and maintained in electronic form at the Ministry of Finance of Sarajevo Canton, with the professional-operational and technical assistance of the Institute for Informatics and Statistics of Sarajevo Canton.
Based on the consolidated database, the Ministry will create and propose policies, strategies, and measures aimed at more efficient management and collection of financial claims.
The Law provides a period of 120 days from the date of its entry into force for data entry obligors to perform the initial entry of all financial claims.
The adoption of this Law is expected to enable the KS Government to gain a complete, transparent, and centralized insight into all financial claims, thereby significantly improving financial discipline and collection efficiency throughout the public sector of the Canton.
