Council of Ministers of BiH to discuss BiH Institutions Budget tomorrow, as well as the appointment of Milinović as RAK Director

(Patria) - The Council of Ministers of BiH will hold a session tomorrow with 65 items on its agenda.

At the proposal of the Ministry of Finance and Treasury of BiH, the Draft Framework Budget Document of BiH Institutions for the period 2026-2028, as well as the Draft Law on the Budget of BiH Institutions and International Obligations of BiH for 2026 will be considered.

If adopted, the Budget will be sent to the Presidency of BiH for consideration, which is the formal proposer of the Budget of BiH Institutions and International Obligations of BiH, and will then submit it as a Proposal to the Parliamentary Assembly of BiH for adoption.

Also on the agenda is the Report on negotiations for the conclusion of the Agreement between Bosnia and Herzegovina and the Republic of Croatia on border crossings, proposed by the Ministry of Security of BiH. Given that the minister is absent and on an official trip, this item will likely be removed from the agenda.

Furthermore, 18 Rulebooks on internal organization, which have not been considered from session to session, are also on the agenda.

The agenda also includes the Proposal of the Decision on confirming the appointment of the General Director of the Communications Regulatory Agency of Bosnia and Herzegovina. We remind you that the RAK Council has completed the procedure and proposed the appointment of Draško Milinović for a new term. However, due to turbulence within the coalition, this appointment has not yet been on the Council of Ministers of BiH session. Milinović's term expired in July 2024, and he continued to perform the duties of director. Milinović is the former director of RTRs, and the new RAK Council continued the procedure even though Milinović was the only candidate.

This appointment will be another test for the parties of the Trojka, i.e., whether they will vote for this appointment while some positions for which Bosniaks were supposed to be appointed are still in the parliamentary procedure.

The agenda will also include the Report on the conducted procedure of the Public Advertisement for the selection and appointment of the Director and two Deputy Directors of the Agency for Development of Higher Education and Quality Assurance of Bosnia and Herzegovina, proposed by the Ministry of Civil Affairs of BiH.
