Council of Ministers of BiH to discuss Reform Agenda again on September 24

(Patria) - A new session of the Council of Ministers of BiH has been scheduled for Wednesday, September 24. Although the agenda has not yet been published after the session on September 17, the Chairwoman of the Council of Ministers of BiH Borjana Krišto announced a new session to try to reach an agreement on the Reform Agenda document.

At the last session, the Minister of Foreign Trade and Economic Relations Staša Košarac did not vote on this document, so a second round of voting will be held.

The successful completion of the Reform Agenda and its submission to the European Commission is a prerequisite for the use of funds from the Reform and Growth Facility and represents an important step in the continuation of the European integration process and ensuring the sustainable economic development of the country. The European Commission announced in July 2025 that due to delays in the preparation of the Reform Agenda, the planned allocation of funds from the Reform and Growth Facility for BiH will be reduced by 10%, and that in case of further delays after September 30, 2025, a new reduction of the allocation by an additional 10% will follow.

Head of the EU Delegation Luigi Soreca called on the Council of Ministers of BiH to adopt the Reform Agenda to avoid further cuts in planned funds, and BiH is the only Western Balkan country that has not submitted the Reform Agenda.

Since March 2024, when BiH was granted accession negotiations, several key laws have not been adopted (HJPC, Law on Courts), nor has the chief negotiator with Brussels been appointed.

Next week, European Commissioner for Enlargement Marta Kos will pay an official visit to BiH, while members of the European Parliament visited this week and held a series of meetings with BiH officials.
