Council of Ministers of BiH discusses amendments to regulations of 28 institutions: Positions and jobs for party cadres

(Patria) - After the postponement of the review of the regulation on amendments and additions to the Regulation on the Internal Organization of 27 BiH institutions at the session on April 15, a new attempt will be made on May 5, when a session of the Council of Ministers of BiH is scheduled.

In addition to amendments to the regulations, the agenda also includes reports on the work of BiH institutions and the Council of Ministers of Bosnia and Herzegovina for 2025.

Although the state coalition is working with difficulty, and mutual accusations are flying after each session of the Council of Ministers of BiH, amendments to the regulations could be a "point of compromise".

The planned agenda includes 28 items, which are proposals for regulations amending and supplementing the Regulation on the Internal Organization of BiH institutions. Among them is not the Regulation on the systematization of the Central Election Commission (CEC), which has been pending for months, and the General Elections are approaching.

However, on the agenda are amendments to the regulations of six ministries (Foreign Trade and Economic Relations, Foreign Affairs, Human Rights and Refugees, Security, Justice, and Transport and Communications). Also on the agenda are amendments to the Regulation on the Internal Organization of the State Investigation and Protection Agency (SIPA), BHANSA, the Civil Service Agency of BiH, the Archives of BiH, the Agency for Statistics of BiH, the BiH Ombudsman's Office...

Amendments to these regulations will enable additional employment or additional management positions within BiH institutions, and it should not be forgotten that election year is an opportunity for political parties to hire loyal cadres.

An analysis of the data submitted by state institutions showed that 2,130 people were employed in BiH institutions between 2023 and 2025, including police agencies. The number is certainly higher, but eight institutions never provided the requested data, or it was incomplete and insufficient for analysis. During that period, the largest number of employees were in the Indirect Taxation Authority (376), the Ministry of Defense of BiH (246), the Ministry of Foreign Affairs of BiH (106), and the Ministry of Finance and Treasury of BiH (103).

On the agenda, under confidential items, are the Proposal for regulations on amendments and additions to the Regulation on the Internal Organization of the Intelligence-Security Agency of Bosnia and Herzegovina (OSA) and the Proposal for regulations on amendments and additions to the Regulation on the Internal Organization of the Institute for Execution of Criminal Sanctions, Detention and Other Measures of Bosnia and Herzegovina (prison in Vojkovići).

Amendments to the Regulations of the Civil Service Agency of BiH, headed by Anita Markić (HDZ), will mean the establishment of new offices in Mostar, Banja Luka, and Tuzla, and an increase in the number of employees by one-third. This would effectively divide the Agency into three parts, with the offices in Mostar and Banja Luka coming under the direct control of HDZ and SNSD, as is the case with the ITA or RAK, or some other institutions.
