Decision on the session of the FBiH House of Representatives on Monday, no announcements from the House of Peoples

SARAJEVO, (Patria) - The Speaker of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina, Elvir Karajbić, has called for Monday, July 8, a session of the Collegium of this House to determine the date of an extraordinary session at which the 2019 FBiH Budget Rebalance and the Proposal of the Law on the Rights of Demobilized Veterans and Their Families would be considered. 

We recall that the Government of the Federation of Bosnia and Herzegovina adopted and submitted to the parliamentary procedure the 2019 FBiH Budget Rebalance, which provides funds for the Law on Veterans. 

The delegation of the FBiH Government and representatives of veterans agreed on the Proposal of the Law on the Rights of Veterans, which the FBiH Government submitted to the parliamentary procedure.

Veterans' organizations then requested from federal parliamentarians that both houses hold urgent sessions.

The Collegium of the FBiH House of Representatives should schedule the date of the extraordinary session tomorrow.

However, the question remains whether the new parliamentary majority, which voted to adjourn the last session of this House, will support holding a session under Karajbić's chairmanship, as they cited the election of new leadership of the House of Representatives as one of the reasons for the adjournment. 

On the official website of the House of Peoples, there is still no information about a possible session of this House. 

According to the Rules of Procedure of this House, sessions are called by the Speaker, and this function in this convocation is held by Tomislav Martinović of the HDZ. Also, sessions must be called at the request of two-thirds of one of the caucuses of peoples. 

"The Speaker of the House of Peoples is obliged to convene a session of the House of Peoples within a period shorter than 14 days upon receipt of a written proposal from 2/3 of the delegates of one of the caucuses of peoples, on issues they consider exceptionally significant.
If the Speaker of the House of Peoples does not convene a session within the prescribed period, one of the Deputy Speakers is obliged to convene a session within the next seven days," states Article 88 of the Rules of Procedure of the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina.

For the Budget Rebalance and the Law on the Rights of Veterans to enter into force, they must be supported by both houses of the Parliament of the Federation of Bosnia and Herzegovina.
