While citizens may expect reform moves and strengthening of institutions, what we have received is yet another textbook example of how the legal system can be systematically devastated under the guise of "modernization," says SDA representative in the FBiH Parliament Jasmina Bišćević Tokić.

She reminds that the President of the Supreme Court of FBiH and the Chief Federal Prosecutor have clearly warned that such a law opens the door to politicization, undermines objectivity, and erodes the integrity of the judiciary.

In other words - the Troika government is legally cementing what it already practices politically.

The law establishes "four regional chambers of expert witnesses," in Sarajevo, Mostar, Tuzla, and Livno.

Formally, Bišćević Tokić points out, it sounds like decentralization. Essentially, it is about ethnic quotas and political engineering that reduces federal institutions to hostages of local and ethnic power centers.

- If a regional chamber does not work, the federal one will not work either. An unacceptable solution, they are putting system paralysis into legal frameworks - warns this federal representative.

The Federal Chamber, according to this concept, is not established directly by law, but as a kind of "alliance of regional chambers."

Statutes, internal rules, and endless coordination turn the legal framework into a political circus. All of this resembles the consensus-based decision-making model that has kept BiH dysfunctional and in constant blockade for three decades.

- It is clear that with this law, the Troika is once again bowing to its political patron Dragan Čović. At the Federation level, they are delivering what HDZ has been unable to push through at the state level for years - an ethnic model of institutional control.

If it doesn't work through the BiH Presidency and electoral units, it goes smoothly, quietly, and systematically through laws in the Federation.

The Troika, which falsely presents itself to citizens as a "civic option," is actually diligently doing the job of ethnic division of the state.

Their "civic orientation" ends the moment they need to deliver on HDZ's political demands.
