Toni Vukadin, municipal and city councilor and one of the directors at the Development Bank of FBiH: He doesn't know if he is in a conflict of interest

(Patria) - Toni Vukadin is the current municipal and city councilor of People and Justice in the Novi Grad Municipal Council and City Council, and since December 2023, he has also taken over the position of acting executive director for risk management at the Development Bank of FBiH.

He was appointed to this position by a decision of the Government of the Federation of Bosnia and Herzegovina, which at its session on November 30, 2023, gave consent to the Supervisory Board of the Development Bank of FBiH to appoint acting members of the Management Board of this institution.

Given that the Law on Prevention and Suppression of Corruption in the Canton of Sarajevo stipulates that a public office holder, which Vukadin is in this case as an elected councilor, cannot hold more than one position unless otherwise specified by special regulations, we asked him if he is in a conflict of interest.

Vukadin told Patria that he has sent letters to four addresses seeking an opinion on whether he is in a conflict of interest. He sent letters to the KS Office for Combating Corruption, the Federal Ministry of Justice, the Central Election Commission, and the Conflict of Interest Determination Commission. He stated that the CEC and the Commission responded that they are not competent, while he received instructions from the Office for Combating Corruption to contact the Federal Ministry of Justice.

“The situation is specific because the institution is at the FBiH level. I am still awaiting a response from the FBiH Ministry of Justice,” said Vukadin.

According to the Law on Prevention and Suppression of Corruption of KS, it is also stated that the restrictions on holding public office apply to all levels of government defined by laws regulating the same matter at other levels of government.

Regardless of the fact that Vukadin was appointed as acting director, he has been holding dual positions for four months.

When asked if he would apply for the position of executive director, he said he had not yet made a decision.

The final word on whether he is in a conflict of interest will be given by the Federal Ministry of Justice.
