Indirect Taxation Authority Management Board Tomorrow: Rulebook on the Agenda, as well as Coefficients for VAT Revenue Distribution and Inter-Entity Settlements

(Patria) - The Management Board of the Indirect Taxation Authority (ITA) of BiH will hold its 2nd extraordinary session on Wednesday, December 10, 2025, at the ITA BiH headquarters in Banja Luka.

According to the proposed agenda, the session will consider the Proposal of the Rulebook on Amendments and Supplements to the Rulebook on Internal Organization within the ITA, which relates to the Gradiška Border Crossing, and the decision on the distribution of road toll revenues for highways and roads.

The ITA Management Board will consider the decision on determining temporary coefficients for the distribution of funds from the Single Account for the period October – December 2025, and proposals for decisions on temporary inter-entity settlements for the years 2023, 2024, and 2025.

The ITA Management Board member representing the Government of the Federation of BiH as an expert is Zijad Krnjić. He has already twice refused to support the Rulebook until coefficients for fund distribution and inter-entity settlements are determined. Currently, the Federation of BiH is at a loss of approximately 120 million KM.

The last coefficients were determined in the second half of 2023.

Due to non-compliance with the law, the Federation of BiH, through the Federal Legal Affairs Service, has sued the Republika Srpska entity and the ITA BiH Management Board. The lawsuit seeks the payment of almost 73 million KM, with the actual damage to the Federation of BiH entity to be determined by court expert examination.

The ITA BiH Management Board consists of Srđan Amidžić, Chairman of the Management Board and Minister of Finance and Treasury of BiH, Toni Kraljević, Minister of Finance of FBiH, Zora Vidović, Minister of Finance of RS, Jelena Popović, expert from Republika Srpska, Zijad Krnjić, expert from FBiH, while the position of expert from the Council of Ministers of BiH is vacant.
