Public debate tomorrow on the Bill on the HJPC, adopted in the first reading by the House of Representatives of the BiH PA

(Patria) - A public debate on the Bill on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, organized by the Committee on Constitutional and Legal Affairs of the House of Representatives of the Parliamentary Assembly of BiH, has been scheduled for tomorrow (Wednesday, January 21, 2026) starting at 12:00 PM (White Hall).

The purpose of the public debate is to enable a comprehensive exchange of views between members of the Parliamentary Assembly of BiH, representatives of the Council of Ministers of BiH, judicial institutions, the professional public, and civil society organizations on the proposed legal solutions. The results of the public debate should contribute to the adoption of quality and sustainable legal solutions aligned with the constitutional order and European standards.

The House of Representatives of the Parliamentary Assembly of BiH, at its 36th emergency session held on December 22, 2025, adopted the Bill on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, proposed by MPs Darko Babalj, Branislav Borenović, Mira Pekić, Nenad Grković, and Mladen Bosić, which is being considered under an expedited legislative procedure. A conclusion was adopted tasking the Committee on Constitutional and Legal Affairs to conduct a public debate on the Bill within 30 days.

In the public debate on the Bill, the Committee on Constitutional and Legal Affairs will seek opinions from the European Commission for Democracy through Law - the Venice Commission, the High Judicial and Prosecutorial Council of BiH, and relevant associations of judges and prosecutors in Bosnia and Herzegovina. These opinions will be an integral part of and an attachment to the report on the results of the public debate that the Committee on Constitutional and Legal Affairs will submit to the House.

The collected opinions will be consolidated into a report that the Committee on Constitutional and Legal Affairs will submit to the House of Representatives of the Parliamentary Assembly of BiH and considered in the further legislative procedure.
