Špago: SDA will take a stance on the two 'European laws' before the BiH House of Representatives session

(Patria) - The Club of the Party of Democratic Action (SDA) in the House of Representatives of the BiH Parliamentary Assembly will take a final stance on supporting the Bill on Border Control immediately before the session of this house, stated the head of the SDA Club in this house, Šerif Špago, for Fena today.

Namely, the Council of Ministers of BiH determined the proposals of two "European laws" this week, including the Bill on Border Control, and sent it to the BiH PA for consideration under an urgent legislative procedure, "which means that representatives do not have the opportunity to submit amendments and possibly correct or clarify certain provisions of the Law".

- Bearing in mind that both the Legislative Office and the Agency for Personal Data Protection expressed remarks on certain articles of the Bill Proposal in their opinions, especially on the provisions of Article 76, which defines the processing and exchange of data during border control, and that the proposer has not further clarified this, and that the Directorate for European Integration stated in its opinion that the subject Bill Proposal is partially harmonized with the valid EU legal sources and that we still have certain ambiguities and questions, the SDA Club will take a final stance on supporting the Bill on Border Control immediately before the session of the HoR of the BiH PA - said Špago.

Špago says that a similar situation exists with the Bill on Personal Data Protection of BiH, which the Council of Ministers of BiH also determined at the same session, "but it is good that the Council of Ministers of BiH proposed that the BiH PA consider the said Bill Proposal under an abbreviated legislative procedure, a procedure under which representatives have the opportunity to submit amendments after the adoption of the law in the first reading".

The Rules of Procedure of the House of Representatives of the BiH PA also stipulate that bill proposals marked "EI" (European Integration) are considered under an abbreviated legislative procedure.

Špago says that there are many remarks on this Bill Proposal from the competent bodies of the Council of Ministers and agencies, and there is also the statement of the Directorate for European Integration that this Bill Proposal is also partially harmonized with the provisions of the valid EU regulations for this area.

- The SDA Club will also take its stance on supporting this Bill Proposal before the session of the House of Representatives of the BiH PA. My proposal will be to support the Law in the first reading and to prepare amendments to improve certain provisions, and we will make a final decision after the amendment phase - Špago told Fena.
