KS Assembly avoids voting on reports of institutions and companies for 2023, some directors changed three times

(Patria) - The continuation of the 25th and 24th sessions of the Sarajevo Canton Assembly has been scheduled for Monday, October 20. The continuation of the 25th is scheduled for 10 AM, and the continuation of the 24th at 4:30 PM.

The remaining items of the 25th session are: Proposal of the Decision on the Establishment of the Sarajevo Canton Cinematography Foundation; Proposal of the Statute of the Sarajevo Canton Cinematography Foundation; Proposal of the Youth Strategy of Sarajevo Canton for the period 2024 - 2030; Proposal of the Decision on Amending the Decision on the Appointment of Members of the Council of National Minorities of Sarajevo Canton; Proposal of the Decision on Granting Consent to the Work Program with the Financial Plan of the Sarajevo Canton Fund for Scholarships and Education of Children of Fighters, Fallen Fighters, and Fallen Civilians – Victims of War “IKRE” for 2025; Reports on the Work of the Independent Board: a) Report on the Work of the Independent Board for the period January-June 2024; b) Report on the Work of the Independent Board for the period July-December 2024; Report on the Implementation of the Sarajevo Canton Gender Action Plan for the period 2024 to 2028, for the period from 09.05.2024 - 31.12.2024.

Regarding the continuation and conclusion of the 24th working session, the remaining item on the Agenda for this session is the Initiative for Amending the Law on Upbringing and Education in Primary and Secondary Schools of Sarajevo Canton.

Although the Speaker of the KS Assembly, Elvedin Okerić, announced on September 23 that the 19th Working Session of the KS Assembly would be continued soon, this has not happened to date. Although only voting on agenda items remains, it concerns voting on the work and financial reports of most cantonal companies and institutions in the areas of communal economy, healthcare, education, culture, and inspection for the year 2023. The last continuation of this session was held in February.

Okerić confirmed for TVSA that the reports have caused different opinions among coalition partners. However, it is evident that there is still no agreement on whether the reports will receive support, hence the session is not being scheduled.

The fact that the KS Assembly is late in adopting reports is also shown by the data that in November 2023, the report of JU Apoteke Sarajevo for 2022 was adopted. And now the KS Assembly has put itself in a situation of being a year late in considering reports.

The report of Apoteke Sarajevo is precisely one of the reports on which coalition partners do not have full agreement. Since 2021, Zenaida Hasić, a figure close to Aljoša Čampara and a faction of SDP BiH led by Nermin Nikšić, has been heading Apoteke Sarajevo.

While waiting for the KS Assembly's decision, directors have already been changed in some public companies, some twice, and some three times. Thus, in JU Dom zdravlja KS, after the resignation of Abel Baltić (February 2024), two directors have been changed (Milan Mioković and Elvedin Tatarević). In KJKP Rad, three directors have been changed after the dismissal of Nijaz Salamović, who was arrested and is on trial for the criminal offense of abuse of office or authority, forgery of an official document, fraud, and forgery of a document. After Salamović, Maida Čukojević served as acting director, then Mirsad Jašarević, after which Emir Dobrača was appointed for a four-year term following the tender procedure. Directors have also been changed in the companies Vodovod i kanalizacija, Pokop, Toplane-Sarajevo…

Reports on which the parties of the Trojka cannot yet agree also include the Cantonal Administration for Inspection Affairs, headed by Adis Mešić, the Institute for Pre-University Education, where the tender procedure for director is underway, and the KS Health Insurance Fund.
