KS Assembly Passes Decision on Temporary Financing

(Patria) - The KS Assembly today passed a Decision on temporary financing of the needs of Sarajevo Canton for the period 01.01. to 31.03. 2025.

According to the Law on Budgets in the Federation of Bosnia and Herzegovina, it is stipulated that if the Assembly does not pass the budget before the beginning of the fiscal year, temporary financing of the jobs, functions, and programs of budget users will continue temporarily, based on this decision, for a maximum of the first three months of the fiscal year.

Temporary financing is carried out proportionally to the funds spent in the same period, but not more than a three-month average for the previous fiscal year.

Except for the foregoing, expenditures and outlays from internal and external debt may be made up to the amount of incurred obligations, as well as expenditures and outlays financed from paid and transferred aid, donations, and revenues for special purposes according to Government decisions upon the proposal of the budget user.

The continuation of multi-year capital investments, i.e., the disbursement of funds for these purposes, is permitted in accordance with the terms of temporary financing, provided that multi-year financing or authorization for future obligations has been approved in previous budgets.

During the mentioned period, the same programs as in the previous year are temporarily financed, and budget users must not increase the number of employees compared to the situation on December 31 of the previous year, nor can they start new or expanded programs and activities until a new budget is passed.
