BiH Council of Ministers session not held: Ćulum remains director?

(Patria) - The session of the Council of Ministers of Bosnia and Herzegovina was not held because the agenda was not adopted.

Ministers from the RS insisted that there be only one agenda item - accepting the resignation of Darko Ćulum from the position of SIPA director. Ministers from the Bosniak ranks did not agree.

After the agenda was not adopted, the session was canceled, Istraga reports.

What is strange in the entire situation is that Darko Ćulum today, regardless of the fact that he has not yet been dismissed, went to the RS MUP where he moved to work after the adoption of unconstitutional laws and the ban on SIPA's operations on the territory of the RS, responding to the call for Serbs from the RS working in SIPA to transfer to the RS MUP.

Incidentally, SIPA was supposed to assist the BiH Judicial Police in bringing in suspects Milorad Dodik, Nenad Stevandić, and Radovan Višković for questioning but refused due to a "security assessment." However, despite EUFOR's warning, Ćulum ignored it and decided to submit his resignation and return to the RS MUP.

So now we come to a completely absurd situation. The RS MUP announced this morning that Darko Ćulum, who is, in fact, still the director of SIPA, has joined their team.

“The Minister of Interior of the Republika Srpska, Siniša Karan, and the Director of Police of the Republika Srpska, Siniša Kostrešević, received Darko Ćulum today, who responded to the call of the institutions of the Republika Srpska and submitted his resignation from the position of SIPA director, and submitted a request to transfer to the Ministry of Interior of the Republika Srpska,” the RS MUP stated.

Istraga.ba contacted Ćulum, who said that he is still not an employee of the RS MUP, but that the Council of Ministers cannot discuss his resignation because he submitted an irrevocable resignation, i.e., a dismissal was requested at his personal request. Since the session of the BiH Council of Ministers was not held, this resignation was not discussed, and it is now unclear what Darko Ćulum's status is.

Ćulum, we recall, signed a decision on Wednesday to transfer authority to members of his cabinet.

“Novak Mijović, advisor to the director for operational work, and Vahidin Šahinpašić, advisor to the director for cooperation, logistics, and training, are authorized to sign acts within the competence of the State Agency for Investigation and Protection in the event of the absence or inability of the Agency Director and the Assistant Director – Head of the Sector for Planning, Analysis, Cooperation, and Information (Ernad Musić),” Ćulum wrote.
