Session of the PFBiH House of Representatives began with parliamentary questions and initiatives, focus on the FBiH Motorways

(Patria) - The two-day session of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina began with parliamentary questions and initiatives.

Representatives had questions for several line ministries, which related to the Management of the Sarajevo International Airport, the construction of the highway and the Management of the FBiH Motorways, and oil reserves. Several representatives raised issues concerning the company Motorways of the FBiH, asking the Minister of Transport and Communications, Andrijana Katić, whether the EIB is demanding the dismissal of the management of this company and that they do not want to finance projects.

Representative Jasmina Bišćević Tokić (SDA) requested that the Government of the FBiH repeal the amendment to the Decision on the financial consolidation of the University Clinical Center Sarajevo (KCUS) and publish it in the official gazette within 15 days, and inform her of this.

"The decision was made contrary to the Law on Financial Consolidation and the methodology. The aforementioned Law does not foresee the possibility of amending adopted decisions. Without a legal basis and without prescribed criteria, the Government of the FBiH acted arbitrarily. It was adopted without a legal basis, and the methodology was only partially respected. The amended program shows that 15.7 million will be allocated, with 4 million for settling current obligations, and the rest for medical equipment. The rulebook requires that the program must foresee the expenditure of funds by year, which was not done. If this is not acted upon, I will inform the competent authorities," stated Bišćević Tokić.

Representative Dennis Gratz posed several questions to the Federal Ministry of Energy, Mining and Industry and the Government of the FBiH:

1. What exact quantities of mandatory oil derivative reserves does the Federation of BiH possess, by type and storage location, at terminals managed by Operator-Terminals of the Federation d.o.o.?

2. Are there any deviations from the legally prescribed minimum of reserves, and if so, how large are they and on what legal basis did they occur?

3. To my knowledge, the deadlines for the execution of works on the liquid cargo terminal in Bihać have been exceeded. If this is true, what are the reasons for this?

4. Furthermore, I have information that a second contingent of already purchased and paid-for derivatives has not been stored at the Blažuj terminal, although the procurement procedure has been completed. Is this true? If so, where is this goods currently located, and who bears the storage costs or the risk of potential loss?

5. Does the Federation of BiH have a legal basis (contract, ownership share, right of disposal, or international agreement) that enables the use of derivatives from the Ploče Oil Terminals in emergency circumstances?

6. On what legal basis are funds allocated from the Federation budget in connection with the terminals, and for what specific purposes are they spent? Please provide me with a detailed financial overview of the expenditure of funds over the last five years.

7. What is the current property-legal status of the terminal in Ploče in relation to the Federation of BiH and its companies?
