The discrediting of state institutions, along with SNSD and HDZ BiH, is skillfully, consciously or unconsciously, carried out by the representatives of Trojka in the Council of Ministers, who do not know, cannot, and have no vision of how to build the system.

Their subservience to the demands from Republika Srpska and those coming from HDZ is most damaging to the state of BiH.

The most obvious example of this is the State Investigation and Protection Agency. In fact, this most important state police agency has long been in the hands of cadres who are either not up to the task or simply act on political orders.

Currently, this agency has neither a director nor a deputy (!?). It is true that Darko Ćulum holds the position of director, because the law states that the director remains in office until dismissed, but it is also true that his term has expired, and he met the conditions for retirement even before his last term!

The proposal of the Minister of Security, Nenad Nešić, who proposed Slobodan Radinković as the director of SIPA, is not on the agenda because the partners refuse to support his candidacy. But no one goes beyond blocking appointments. Simply, there is no answer.

And the selection of SIPA's deputy director was and will be a special story. After it took the Council of Ministers of BiH three months to dismiss the fugitive Zoran Galić (HDZ) from this position, we finally learned that it was only important for HDZ that Galić be dismissed at his own request.

And after the ordeal that lasted almost three months since Galić's legal team submitted a request for early dismissal due to meeting the conditions for retirement, the Council of Ministers of BiH dismissed him precisely at that request.

Nešić boasted that he initiated the dismissal, which he could not have done, as the Independent Board did not initiate disciplinary proceedings. But, almost everything is known about Galić's case, and Nešić himself plays the main role in appointing the director of SIPA, for whom Elmedin Konaković said he is the best cadre among the ministers from RS. However, this best cadre wants the third-ranked Radinković, whom the media have identified as a person who has had contact with and belongs to some criminal milieu.

So, ever since he threatened on September 16 that if there is no agreement on the director of SIPA, there will be no other appointments in BiH, everything has gone quiet! No one has requested an investigation, checks, while Nešić clung to Radinković's access to secret information, which he received in 2021, and thus, according to Nešić, passed all security checks.

The public does not know if any new checks are being conducted, nor do the ministers talk about it, and the situation in SIPA is becoming increasingly difficult.

Now the question arises, how capable are the ministers from the Bosniak people to fight for the position of SIPA deputy director, which Bosniaks have not had since 2008, considering that a Serb is at the head of SIPA, as well as at the head of the Special Unit.

Whether they have the strength to correct this injustice and appoint a Bosniak to a leadership position, we will not find out soon. Because judging by the appointment of the director, as well as the dismissal of the fugitive Galić, everything takes them months.
