(Patria) - Through previous media appearances, I announced the filing of criminal charges against all responsible parties in the process of adopting the Budget of the Institutions of Bosnia and Herzegovina for 2025, i.e., the Minister of Finance and Treasury, the Chairperson of the Council of Ministers, and the members of the Presidency of Bosnia and Herzegovina, due to the existence of grounds for suspicion of committing the criminal offense of "Negligent performance of duty" under Article 224 of the Criminal Code of Bosnia and Herzegovina, as stated in the press release from the SIPA Union, signed by its president Edin Kahrimanović.
"The negligent conduct of the aforementioned arises from the non-compliance with the provisions of the Law on Financing of the Institutions of Bosnia and Herzegovina, which clearly stipulates the budget calendar, i.e., the activities that need to be undertaken within specific deadlines for the budget to be adopted in a timely manner, which they have failed to do, thereby causing damage to all employees in the institutions in the form of a difference in salary amounts in gross and net amounts," the statement reads.
It adds: "In relation to all of the above, we invite you, if you wish to file the aforementioned criminal charges together with the SIPA Union, to submit approximate data on the damage suffered by employees in your institution in net amounts via email by August 25, 2025, at the latest.
The SIPA Union will, in any case, file the aforementioned charges by the beginning of September at the latest if the budget is not adopted".
