(Patria) - The Council of Ministers of BiH did not increase the base for 2026, as everyone reported today, announced the Union of the State Investigation and Protection Agency (SIPA).
"The Council of Ministers today adopted the Decision on the amount of the base and the amount of the holiday allowance for employees in BiH institutions for 2026, which they were obliged to do under the Law on Salaries and Allowances by June 30.
The amount of the base is aligned with the provisions of the Collective Agreement and not a penny above that, so this is not any kind of news.
Again, let me note - if there is no budget for 2026 - all the difference that is not paid remains in the budget reserve and is squandered by those same people who today adopted the 'increase', and perhaps that is the goal.
Increase the salary base - plan a larger budget, but then fail to adopt the budget by the end of the year, and more of 'our' money will remain in the budget reserve to be distributed to favored associations.
Unfortunately, we are again hearing bickering regarding the budget for 2025 - that something should be done by the Presidency, while previously the Presidency told us that it is up to the Ministry of Finance and Treasury and the Council of Ministers, who did not act according to the written instructions of the Presidency, which some members presented to us during the meeting.
This is becoming a big circus directed by those who should not be dealing with it. We are no longer interested in who is to blame; you are all guilty, all of you who sit in institutions and decide on our fates.
But you don't care, it doesn't affect you, your salaries certainly remain the same, so you are in no hurry; you have enough official fuel to put in official vehicles, and in addition to high salaries, you use representation costs, accommodation, and separation allowances.
Shame - you endanger 23,000 employees, which on average constitutes almost 100,000 inhabitants of this country, with your inaction.
We invite BHT1 to organize a show and invite those responsible - members of the Presidency, the Chairperson and Deputy Chairpersons of the Council of Ministers, the Minister of Finance and Treasury, and representatives of representative unions at the level of institutions of Bosnia and Herzegovina, so that we can openly, eye to eye, in front of the cameras, discuss the budget problem.
Individual meetings have long lost their meaning because we still have not received two identical answers as to why we do not have a budget for 2025," the statement signed by the President of the SIPA Union, Edin Kahrimanović, reads.
