Selman confirmed that Lukač's mandate expired on December 7!

The mandate of the Director of the Federal Police Administration, Dragan Lukač, expired on December 7, which was confirmed in a letter by the President of the Independent Board, Sead Selman, reports the news agency Patria.

In the same letter, Selman stated that as of December 31, 2013, Lukač had 38 years, 3 months, and 20 days of pensionable service, meaning that according to his calculation, by December 31 of this year, he will have 39 years, 3 months, and 20 days of service.

Furthermore, this means that in the position of FUP director, if reappointed, he can remain for only eight months and 20 days, and a new competition must be announced. Due to manipulations with work experience, Lukač needs those additional eight months and 20 days to qualify for an old-age pension, and additionally, the average of his director's salary ultimately determines the amount of his pension.

The question is logical: why does Selman, despite knowing that Lukač can only be director for eight months, persistently insist on his appointment?

Of course, due to personal interests—because he protects him from responsibility when he damages an official vehicle and gave him a position in FMUP, after he was first appointed director.

Last December, a group of police officers sent a letter to Selman in which they stated, among other things, that even then Lukač, who on two occasions asked the PIO/MIO Fund to first record his service and then delete it, had met the conditions for retirement.

Among other things, the President of the Independent Board, citing reasons why Lukač allegedly did not meet the conditions for a pension, writes in his response:

-Dragan Lukač will have a total of 38 years, three months, and 20 days of service as of December 31, 2013. The Independent Board, in accordance with the Law on Internal Affairs of the Federation of Bosnia and Herzegovina, elected the director of the FUP, whom the Government of the Federation of Bosnia and Herzegovina appointed for a four-year mandate – Decision of the Government of the Federation of Bosnia and Herzegovina dated December 6, 2010, meaning that the mandate of the director of the Federal Police Administration expires on December 7, 2014, writes in the letter signed by Selman.

Of course, no disciplinary proceedings have been initiated against Selman, nor will they be, but they have been initiated against a high-ranking police officer, Jozo Anđić, because he made this statement in the media last week.

Lukač is currently on annual leave and awaiting the resolution of the situation. If the Government of the Federation of Bosnia and Herzegovina does not appoint a director of the federal police, the Independent Board, led by Selman, will do so. In the meantime, the SIPA report against Lukač at the Sarajevo Cantonal Prosecutor's Office was suddenly dismissed, and we will write about that in the continuation.
