(Patria) - Ivica Brešić, Minister of Agriculture of Canton 10, issued a public statement regarding today's Government session. We are publishing the statement in its entirety.
"During today's government session, which was convened to adopt the budget, and was held completely outside of regulations and orders (most attendees were not wearing masks, nor was the minimum required distance between people observed), an incident occurred that clearly describes the situation and the work of us, the most responsible, in the current circumstances.
During the session, it was noted that there was a person over 65 years of age among us, and that this person's health was endangered in the conditions under which the session was being held. This refers to Josip Teklić, Head of the Public Relations Service, who had no protection during the session.
I warned the Prime Minister and the Civil Protection Headquarters that we were violating the order regarding the movement of persons over 65 and that we should protect Josip by sending him home. After being ignored by the Minister of the Interior, who is directly responsible for enforcing this measure, and the Prime Minister, I called the police through the office and reported the violation of the movement ban order. The police officer who came to the door of the large hall was attempted to be prevented from entering, whereupon I stood up, opened the door, and asked him to act on the report and the issued order.
The Minister of Police, in front of everyone (illegally, as far as I know, the minister is not the commander of the police), ordered the police officer with a finger to leave, which he did. I repeated, for the audio recording that is ongoing, that the Minister of Police had ordered the police officer with a finger, and that he had also violated his own movement ban order.
I reported to the police a second time that Mr. Teklić was at work and asked them to act according to the order and the report, however, the police officer was satisfied with the verbal explanations of the Prime Minister and the Minister of the Interior.
In the end, I filed a criminal complaint against the Minister of Police and those responsible in the chain. Now follows the explanation of why I am bothering you with this misery that is happening in the most responsible bodies of our canton.
In an attempt to cover up the offense, Darinko Mihaljević and Ivan Jozić came up with the idea to verbally inform officials that a mobilization order had been issued for Josip Teklić (66), even though there are enough younger people in that service who can and know how to do their job. So, a mobilization order, if it was even written by this moment, in HBŽ, is not held by firefighters, shift workers, healthcare workers, not even police officers, no one except Josip Teklić.
I cite this example because for 12 days I have been warning all of us who sit in and around the government that precisely this will happen: that through our ignorance, sloppiness, and greedy desire for power, we will create a parallel system where no one knows who is in charge or who is paying! That individuals, specifically Darinko Mihaljević, will use this situation to arbitrarily interpret regulations, laws, and orders as they see fit at any given moment.
The consequences of such work are already visible: We were saved from an invasion of fishermen who were eager to infect someone from 50 meters apart. A six-hour "coup d'état" that was withdrawn at a panicked session managed to secure us enemies who will know how to punish us when decisions are made about compensation for damages and aid to entrepreneurs in our Canton. An argument with the only clinical center that has not yet formally closed its doors to us. Publication of data of minors.
I did not want to disturb the public when I submitted my irrevocable resignation as a member of the Civil Protection Headquarters on March 20, because I was warning about what was to follow in the work of the HBŽ bodies. I will write about the events that preceded the declaration of a natural disaster and the behind-the-scenes actions when this situation calms down.
I want to take this opportunity to commend all citizens of the Hercegbosanska Canton for their excellent discipline and behavior in these conditions. It is our luck that people behave conscientiously, and I am convinced that this will save us, because this system certainly will not.
Thanks to all the people of Livno, known and unknown, for helping our region again without any questions! I call on those most responsible to take concrete steps when adopting the budget and help mitigate the upcoming economic consequences, as they could be more devastating than the virus!
