Zubac's Arbitrariness Continues: Despite the Ban, the SIPA Director Knows What Is Secret in the State!

It was recently reported that Goran Zubac, director of the Agency for Investigation and Protection of Bosnia and Herzegovina (SIPA), signed on November 13 an information and order for action, which, among other things, states that he, as SIPA director, authorized Đuro Knežević, his deputy, "to, in accordance with legal conditions and procedure, determine the secrecy of data in the Agency, review and sort incoming mail containing data classified as SECRET and TOP SECRET," writes the news agency Patria.

We recall that Zubac was banned from accessing secret and top-secret data because a criminal proceeding is underway against him regarding his refusal to send the SIPA Special Unit to assist the Directorate for Coordination of Police Bodies on February 7 during violent protests.

Patria exclusively publishes the document by which Zubac ordered that Knežević have access to secret and top-secret data.

Zubac ordered all organizational units within SIPA "to, when marking the level of data secrecy, list the deputy director as the authorized person." This decision, Zubac stated in the information, will be applied as long as there is a justified need.

It is now clear why the Independent Board of the Parliamentary Assembly of Bosnia and Herzegovina, led by Žika Krunić (a friend of Zubac, whom he brought to head the Board), did not suspend Zubac, making Bosnia and Herzegovina a unique country where the head of a police agency sits on the defendant's bench. Namely, Zubac should have at least been a suspended director during the trial, and it is absurd that this is not the case!

In this way, Zubac continues to control the entire work of SIPA, and apparently also secret data that he should not have access to, at least while the court process lasts, as stated by the Prosecutor's Office of Bosnia and Herzegovina.

Whether the Ministry of Security or the Independent Board will respond to this remains to be seen, but it is indisputable that through Knežević, Zubac still knows very well what is secret or top secret in the state!
