Deadline until 12 September: CEC must be provided with funds for holding early elections for the President of Republika Srpska

(Patria) - By the end of this week, specifically by 12 September, funds should be secured for holding early elections for the President of Republika Srpska.

Minister of Finance and Treasury Srđan Amidžić has already announced that he will not sign that decision, and according to an earlier decision of the High Representative, in that case the decision is made by the Deputy Minister of Finance and Treasury.

The funds for the CEC should become operational 15 days after the decision to hold early elections was made, which was adopted on 28 August.

Early elections are scheduled for 23 November, but accompanying activities cannot begin until the funds are secured.

The planned funds for the upcoming early elections amount to 6,460,000.00 KM.

"According to the provisions of the Election Law of Bosnia and Herzegovina, in the event that the budget for the fiscal year in which the elections are held has not been adopted, funds during the period of temporary financing are secured from transferred funds of accumulated surplus revenue remaining after covering expenditures from previous fiscal years, from current reserve funds or funds from any other source or category of revenue.

We can initiate all planned public procurement procedures only once financial resources are secured. Among other things, we must conduct public procurement procedures for the transport of election materials, postal delivery of election materials, printing and packaging of ballots and election materials, etc.," stated the President of the CEC, Irena Hadžiabdić, on 28 August.

The Central Election Commission of Bosnia and Herzegovina will adopt and publish the Instruction on deadlines and sequence of election activities for early elections after funds for holding the early elections are secured, and from that moment the deadlines for all election activities begin to run.
