SARAJEVO, (Patria) - Following the new situation and various media comments regarding the announcement of the entry of a military-medical convoy from the Russian Federation into BiH, the Ministry of Security of BiH issued a statement stating that the Ministry of Foreign Affairs of BiH, i.e., Minister Bisera Turković, informed the Ministry of Security of BiH about the note received from the Embassy of the Russian Federation.
"The said note requests permission for entry into the territory of BiH for 24 members of a medical team and five specialized military NBC vehicles for decontamination and disinfection, which, based on the request of Dr. Dragan Čović, Chairman of the House of Peoples of the Parliamentary Assembly of BiH, should provide assistance to the hospital in Mostar. The above is submitted to you for further action, in accordance with your competencies...", states
the act of the Ministry of Foreign Affairs.
The act was marked as very urgent. Immediately upon its receipt, Ministers Fahrudin Radončić and Minister of Defense Sifet Podžić held oral consultations. Minister Podžić forwarded to Radončić the first version of the opinion of the Ministry of Defense. This opinion, later in an amended textual form but with exactly the same meaning that it is a military formation and that only the BiH Presidency can decide on it, was sent to the Ministry of Foreign Affairs and the Ministry of Security of BiH.
Already based on the first version of the opinion of the Ministry of Defense of BiH, the Ministry of Security sent an act to Minister Turković and suggested that the BiH Presidency be urgently informed about everything.
From Radončić's letter to Minister Turković, it is completely clear that the Ministry of Security of BiH did not interfere in the competencies of the Ministry of Defense of BiH, as this, after all, is not possible under the law.
The Ministry of Security of BiH accepted the opinion of the Ministry of Defense of BiH and for these reasons did not, as the authorized proposer regarding border crossing, request an urgent session of the Council of Ministers of BiH. Also, the Minister of Security did not give instructions to the Border Police to let the military-medical convoy through at the border, but everything went into the competence of the BiH Presidency.
Minister Turković, as the Deputy Chairperson of the Council of Ministers of BiH and Minister of Foreign Affairs who received the diplomatic note, was the only one who could address the BiH Presidency after receiving responses from the Ministry of Defense and the Ministry of Security of BiH. The fact that Mrs. Turković sent us an act for action and that both ministries practically rejected the option of the Russian military-medical convoy crossing the BiH border does not indicate any avoidance of our responsibilities or fear of it, but rather our full respect for the institutions of BiH, their clear legal competencies and responsibilities.
