Bosnia and Herzegovina Carriers to Begin Protests on March 23, All Institutions Notified

(Patria) - The Logistika BiH Consortium has sent a letter to the Ministries of Internal Affairs (FBiH – cantonal MUPs, RS, Brčko District), the Border Police of Bosnia and Herzegovina, the Indirect Taxation Authority (UIO) – all regional centers, competent institutions at all levels of government, and all officials and the entire population of Bosnia and Herzegovina.

"In accordance with valid laws and with full respect for the institutional system of Bosnia and Herzegovina, the Plenum of the Logistika Bosne i Hercegovine Consortium is sending its third and final call – a notice of operational protests, which will begin on March 23, 2026. We hereby inform all competent institutions, officials, and the public that transport processes have been brought to a state of complete impossibility, and that carriers from Bosnia and Herzegovina are factually prevented from exercising their basic right to work.

REASONS FOR PROTESTS

1. International Problem – Right to Work in the EU (90/180)

We pose a clear and unambiguous question:

How is it possible that professional drivers from Bosnia and Herzegovina are not a security threat for up to 90 days, and from the 91st day they become one – even though they possess all necessary documents, licenses, and permits?

We demand: the right to unimpeded international transport, a clearly defined status for professional drivers, and amnesty for all imposed entry bans for drivers from BiH.

2. Internal Demands – Systemic Solution for the Sector

After 14 months of unfulfilled promises, we demand immediate action: After 14 months of unfulfilled promises, we demand immediate and без delay: refund of part of excise duties on fuel, VAT refund for international transport
from the Indirect Taxation Authority (UIO) to implement the conclusions defined through 18 points, in order to establish state equality, speed up procedures, and reduce waiting times at borders from the Ministry of Communications and Transport of BiH (MKT) to fulfill 17 agreed-upon points, which have already been harmonized with sector representatives fiscal relief for the sector

CHARACTER AND MANNER OF PROTEST EXECUTION

The protests will be: democratic, legal, organized, and professional, without any adventurism or incidents.

We particularly emphasize that during the protests, all orders and instructions from police officers, border officials, and Ministries of Internal Affairs will be fully respected. All activities will be carried out in accordance with legal regulations governing movement and public order. Field coordinators will be in constant communication with competent institutions and officials, with full cooperation from citizens, in order to maintain order, safety, and dignity for all participants.

The movement of transport units will be coordinated with valid regulations and on-site, but with a clear message: transport processes can no longer operate under conditions where the sector is systematically blocked.

This is not a protest against the state – this is a fight for the right to work, dignity, and the survival of a sector that carries the economy of Bosnia and Herzegovina.

The protests will last until the demands are fully met. Any further ignorance of the problem means direct responsibility for the collapse of the transport sector, disruption of supply chains, and serious economic consequences for Bosnia and Herzegovina," the statement said.
