
(Patria) - The House of Representatives of the BiH Parliamentary Assembly returned the Bill on the Budget of BiH Institutions and International Obligations for 2025 to the BiH Presidency for revision.
An conclusion was also adopted stating that the proposed budget is not analytically and content-wise structured and cannot be implemented.
Instead of discussing this important document, at today's emergency session of the House of Representatives, a conclusion was adopted at the proposal of the caucuses of Our Party, the SDP of BiH, and the Party of Democratic Action (NiP) to return the budget to the proposer.
"Considering the fact that the Bill on the Budget of BiH Institutions and International Obligations for 2025 is not analytically and content-wise structured in a way that it can be implemented, primarily in the part concerning the increase of salaries and benefits for soldiers, police officers, and employees of BiH institutions with the lowest salaries, it is returned to the BiH Presidency as the proposer for revision," reads the adopted conclusion.
Our Party representative Predrag Kojović points out that the conclusion on shortcomings refers to the part of the budget concerning salary increases for soldiers, police officers, and a portion of state employees.
"People working in the BiH Ministry of Finance say that if we adopt the budget today, they will not be able to implement the part related to salary increases," Kojović said.
In his discussion, Šerif Špago (SDA) stated that today's emergency session was not prepared, neither technically nor in any other way.
"This scheduling will cause even greater public discontent. The budget has been awaited for nine months, and when we arrived here, we saw that the material did not meet the necessary legal provisions," Špago added.
PDP representative Branislav Borenović called the proposed budget a "mess," emphasizing that the House of Representatives has been drawn into one of the "most scandalous moments."
"How could such a document even reach the BiH Parliament? How did the members of the BiH Presidency allow this, and why did they not use the mechanisms to send us a harmonized document?" Borenović asked.
The BiH Presidency proposed the budget for 2025 on August 19, after rejecting the proposal of the BiH Ministry of Finance twice.
BiH Presidency members Željko Komšić and Denis Bećirović supported the budget, while Željka Cvijanović was against it.
For this document to enter into force, it must be confirmed by both houses of the BiH Parliamentary Assembly.
