Messages from Munjic's seized phone: 'Konaković is asking when we'll release the statement, this is very important to Dino'

(Patria) - It was February 14, 2024, when Istraga.ba published the EUROPOL scheme stating that the Minister of Foreign Affairs of Bosnia and Herzegovina, Elmedin Konaković, met with drug lord Edin Gačanin Tito in 2021. The next day, February 15, Konaković held an extraordinary press conference dedicated to the Tito and Dino cartel.

- What kind of story is this about the Dino and Tito cartel is further illustrated by another serious example. Some time ago, three police officers from the Federal Police Administration were directly pressured by Osman Mehmedagić's people regarding this case, and they first accused those three guys, Emir Druškić, Adin Ćatić, and Senad Kadić, of being part of this same criminal organization.

The accusation came from these FUP-OSA regime people, and they put great pressure on those guys. They even revoked their access to classified information because of it and tried to leave the people jobless.

Their way out, or staying in their jobs, was conditioned on their confession that they would say in that process that Čampara and I are part of this criminal organization. These are guys who still work in the FUP. They are available to you too. I asked for permission to mention them and I got it - Konaković said at the press conference held on February 15, 2024.

Two months later, these three special forces officers would be arrested as part of the Black Tie operation, as would their superiors Vahidin Munjjić, acting director of the FUP, and Mustafa Selmanović, head of the FUP Special Unit.

Munjjić's phone was seized at the time, and its analysis revealed the entire octopus that intended to protect the special forces officers so they wouldn't admit who hired them in the fall of 2016 to guard drug lord Edin Gačanin Tito in Sarajevo as active FUP police officers.

The year is 2020. On January 6, Vahidin Munjjić receives a message from a number saved under the name Bilal M.

"Salam, Munja. Do you know the name Dražen Čogović? He presents himself as a former FUP employee".

Munjjić replies: "Alejkumselam. If it's Dražen Čobović, yes, he's known, he recently left the FUP, he was a special forces officer".

"Character???", asks Bilal M.

"I know he's a believer", replies Munjjić and adds: "I think he's a good guy, that's what I heard from others".

Dražen Čobović is a friend of Elmedin Konaković and his best man Gordan Memija. Dražen Čobović was part of the group of special forces officers who guarded Edin Gačanin Tito in 2016. And, finally, after leaving the FUP, Dražen Čobović moved to Dubai, where he was Edin Gačanin Tito's "guard" for several months.

Konaković, Čobović and Memija

Almost two years later, on May 12, 2021, Vahidin Munjjić sends Mustafa Selmanović, head of the FUP Special Unit and a close friend of Dubravko and Aljoša Čampara, a link to an article by Istraga.ba titled: "It was determined that they guarded the leader of the Tito and Dino cartel: Permits for access to classified information revoked for three federal special forces officers".

"They immediately reported him (the editor of Istraga.ba). Half of this is untrue, but I sent it to you so you know. Don't comment on anything", Munjjić warns Mustafa Selmanović, head of FUP Special Police, who in 2016 approved members of his unit to guard Edin Gačanin Tito.

The text stated that special forces officers Adin Ćatić, Senad Kadić, and Emir Druškić received documents from the Ministry of Security of BiH on May 10, 2021, stating that they had not passed security checks. This means these police officers could not perform police duties. The then Deputy Director of the FUP, Ensad Korman (now Deputy Director of the Border Police of BiH), writes a message in January 2022 to Vahidin Munjjić regarding the special forces officers who lost their permits.

"Munja, on what basis was the decision for the jobs made, when the law states that everyone from security...", asks Korman.

"The Law on Protection of Classified Information of BiH, I think Article 30, stipulates that a Decision is made, which is made by the head of the administrative body. It is an integral part of the Rulebook on Internal Organization. When I get to the hotel and have internet, I'll check. In about 1.5 hours", Munjjić replies.

"The only option is to limit their access until (additional, author's note) verification is carried out", Korman concludes.

"Well, I think that's the only option, but when I talk to them (the three special forces officers who lost their permits), I'll let you know immediately", Munjjić replied.

Additional checks were completed in 2023. The Ministry of Security of BiH (current BiH Council of Ministers) rejected the appeals of the special forces officers, and Adin Ćatić, Senad Kadić, and Emir Druškić definitively lost their permits. To protect them, Munjjić instructs his associate Ifeta, as evidenced by messages from May 2023, to prepare decisions on new jobs for the special forces officers who lost their security permits because they guarded Edin Gačanin Tito.

August 12, 2023. Although it is the holiday season and a Saturday, Ervin Mušinović, advisor to Minister Ram Isak, and the extended arm of NiP member Aljoša Čampara, sends a message to Vahidin Munjjić instructing him on what to do with the special forces officers who guarded Tito.

"We need to send for Druškić, Ćatić, and Kadić to have their permits returned", Mušinović orders the acting director of the FUP.

"OK", Munjjić replies.

"Do you want me to talk to Munib and Darko from MS (Ministry of Security) BiH to see how it's going?", asks Mušinović.

"Sure", replies the acting director of the FUP.

A few minutes later, Mušinović writes to Munjjić again.

"Have them bring you the file and the OSA report for Druškić, Ćatić, and Kadić. Then I'll go to Munib with it. That's what we agreed on. Next week, God willing, we'll finish it", writes Ervin Mušinović, then advisor to Ram Isak, and now director of the Police Academy in Vrace.

Munib, whom Munjjić and Mušinović are referring to, is Munib Isaković. He was the official responsible for checks at the Ministry of Security of BiH. A month and a half after agreeing with Ervin Mušinović and Vahidin Munjjić on returning permits for access to classified information for FUP members who guarded Edin Gačanin Tito, Munib Isaković was appointed director of the Sarajevo Correctional Facility.

Messages found on Vahidin Munjjić's phone prove that Isaković's appointment was agreed upon with Arijana Huseinović-Ajanović, head of Nermin Nikšić's cabinet. But let's get back to the special forces officers.

On September 6, 2023, Mustafa Selmanović, head of the Special Unit, sends a message to Vahidin Munjjić regarding one of the three special forces officers who, under Selmanović's order, guarded Edin Gačanin Tito.

"Please, leave Druškić for me, as I proposed. He has no contact with classified documents here, and I need him for working with new members. He is by far the best special forces officer", wrote Mustafa Selmanović, who would also be arrested in the Black Tie operation a few months later.

In addition to Selmanović, Semin Kadić also urged the "rescue" of the special forces officers without security clearance. This is an inspector in the Narcotics Department of the Federal Police Administration who knew that the FUP had received information via Interpol back in 2013 stating that Edin Gačanin Tito was involved in international cocaine trafficking.

Although Semin Kadić traveled to Peru as part of the "Balkan Cartel" investigation and knew that the FUP had received information about Tito's drug dealings back in 2013, his brother Senad Kadić was part of the group of special forces officers who guarded Tito during his visit to Sarajevo in 2016.

"Salam, Director. Is there any feedback for my brother?", Semin Kadić will ask Vahidin Munjjić in a message on October 25, 2023.

Kadić sent messages of a similar nature in January 2024. Munjjić and Kadić met on January 5, 2024, and six days later Semin Kadić asked Munjjić "will there be any good news".

"It will be as I said", Munjjić replied in a message on January 11, 2024.

And it was. On February 9, 2024, Vahidin Munjjić issues a Decision revoking the confidentiality level for a total of 16 positions in the FUP. Three of the sixteen positions are held by police officers Emir Druškić, Adin Ćatić, and Senad Kadić, who, according to an FUP report from January 2020, were part of the group of special forces officers who guarded the leader of the powerful Tito and Dino drug cartel in September 2016.

"Marina (Zović) and Pandža are with Hafe (Nurudin Hafizović, a cadre of Dubravko Čampara). They are complaining that the confidentiality level has been removed from some positions, it bothers them. Just so you know", Mustafa Selmanović wrote in a message he sent to Vahidin Munjjić on February 13, 2024.

"OK. That's not their problem", Munjjić will reply.

Marina Zović is an FUP inspector who led the initial internal investigation during which it was determined that members of the FUP Special Unit guarded Edin Gačanin Tito in 2016.

You can read her report by clicking here. This inspector is one of the key witnesses in the Black Tie case, and she has been publicly called out several times by Elmedin Konaković and portals close to NiP.

Then came February 14. Istraga.ba published an article in which we published the EUROPOL scheme, the authenticity of which Minister of Foreign Affairs of BiH Elmedin Konaković would first deny, and then confirm.

Konaković would then hold an extraordinary press conference in which he would defend the three members of the FUP Special Unit who were part of the team assembled in 2016 by his best man Gordan Memija and Čampara's friend Mustafa Selmanović, and which hosted Edin Gačanin Tito.

Konaković shows “documents” in favor of the special forces officers

On the same day, shortly after Konaković's address, an emergency situation arose in the FUP. Ervin Mušinović prepares a public statement in which he joins the defense of the three special forces officers.

"Look at this, is it okay? If you want, I'll check with the three of them if it's okay with them? This is important to Dino. So, we are responding to media inquiries and specifically that", Mušinović writes in a message to Vahidin Munjjić.

He also sends him a draft of the agreed public statement, which reads: "Regarding media inquiries about whether Federal Police Administration (FUP) police officers performed security duties for Edin Gačanin, known as 'Tito', we provide the following answer: The Federal Police Administration previously conducted an internal investigation based on an anonymous complaint, which did not result in disciplinary proceedings against FUP police officers Emir Druškić, Senad Kadić, and Adin Ćatić because there was no basis for initiating disciplinary proceedings.

Neither the Intelligence and Security Agency (OSA) of BiH, nor the State Investigation and Protection Agency (SIPA), from which information was requested during the internal investigation, informed the Federal Police Administration that they had any information that the aforementioned police officers were engaged as bodyguards for Edin Gačanin, known as 'Tito'.

In this regard, we consider such allegations to be untrue. We ask the media, for the sake of protecting the reputation of the FUP and the families of police officers, not to disseminate unverified information to the public and not to refer to incomplete information that arose during the verification phase of the allegations from the anonymous report".

"This is all true, but after they removed me from the Professional Standards Unit, they conducted a new investigation. Mustafa Hujdurović and Marina Zović, where OSA wrote to them that there is suspicion that they had contact, meaning there is suspicion. That's the problem, after which everything dragged on until these final decisions. And that's the problem", Munjjić replied.

"All the time they were", Munjjić continues, "writing that those four were protecting (Tito, author's note), it wasn't established during my time. And after they removed me, they wrote that it was established".

The next day, February 16, 2024, in the morning, Mušinović writes to Vahidin Munjjić again.

"Konaković is asking when we'll release the statement", read the message from Ervin Mušinović.

After a brief coordination, Ervin Mušinović sends a version of the statement processed as a response to media inquiries at 1:29 PM on February 16, 2024:

1. Did the FUP determine that FUP police officers Emir Druškić, Adin Ćatić, and Senad Kadić worked as bodyguards for Edin Gačanin, known as Tito? The Federal Police Administration, acting on an anonymous report from 2019, conducted an internal procedure, which did not determine that the aforementioned police officers performed direct protection duties for Edin Gačanin, known as "Tito", in 2016.

2. Were they disciplined for working as bodyguards? Disciplinary proceedings were not initiated against the said police officers because there was no legal basis for initiating disciplinary proceedings. As for the part related to the abuse of sick leave and travel to the Republic of Croatia, which is not related to providing direct protection for Edin Gačanin, known as Tito, after the internal procedure was completed, it was determined that the statute of limitations for initiating disciplinary proceedings had expired, which lasts for one year from the date of the official duty violation.

3. Did the FUP conduct an investigation into this? In 2019, the Federal Police Administration submitted the complete case file to the competent prosecutor's office, and to date, we have not been informed that criminal proceedings have been initiated against the said police officers.

The same questions, the same answers appear the same day on the Raport portal. At 5:46 PM on February 16, 2024, Raport published an article titled "RAPORT REVEALS What is the truth about the connection between FUP inspectors and the head of the Gačanin drug cartel? The investigation showed they were not his bodyguards".

The introduction to Raport's article reads: "Elmedin Konaković spoke for the first time yesterday about the allegations that he is connected to the Tito and Dino drug cartel led by Edin Gačanin. Konaković has been linked by some media to this globally operating criminal organization for some time, and he has denied all his connections with Gačanin." Raport then states that they contacted the FUP regarding the special forces officers "with the question of whether an internal investigation was conducted and what was determined".

It was precisely the publication of these answers that Elmedin Konaković insisted on, which is evident from the correspondence that took place before the Raport journalists "remembered" to ask the FUP anything.

The next day, FUP officials continue their fight to defend the special forces officers who guarded Edin Gačanin Tito.

"If Marina (Zović) is talking nonsense about KDZ and the guys, you can transfer those two to Omega, there are two junior inspector positions anyway. Just rotate and send 20 from Omega to her. Mujica (Mustafa Selmanović) knows who can be transferred, so let him do it, those two have confidential clearance", Ervin Mušinović wrote on February 17, 2024, in a message to Vahidin Munjjić.

"She can lecture her own father, she should be suspended", Munjjić replied.

Two months later, Vahidin Munjjić, Mustafa Selmanović, Senad Kadić, Emir Druškić, Adin Ćatić, and Gordan Memija were arrested as part of the Black Tie operation. Konaković held another press conference.

Vahidin Munjjić and Mustafa Selmanović

- Mustafa Selmanović, head of the special unit, was arrested based on the testimony of three witnesses. Information suggests that this group prepared the anonymous report. The anonymous report proposed these three witnesses: Ibro Bešlija, Marina Zonić, and one more. Look at what they accused him of...

OSA and SIPA stated that in 2016, when the head of the drug cartel arrived, they didn't know who he was. So, none of the agencies knew who this person was. These guys are accused of having to know who he was, even though the agencies didn't know. The commander of the special unit is accused of having to control the sick leave of the special forces officers - said Konaković.

He then added:

"This shows a serious plan. The prosecutor read articles from portals instead of having evidence. A plan was devised because they failed to find evidence in all the cases that spoke about me.

Now they have come up with the idea to gather people, arrest them, and squeeze out some evidence, so that ultimately I would be the person commanding the processes happening in BiH. There is no doubt that they wanted to say that I am the black tie, but you cannot turn a golden tie black just because someone writes it in a few articles".

How the articles defending Konaković and the special forces officers who guarded Tito were created is evident from the statement we processed in this article. And here's what Edin Gačanin's Sky correspondence says about Elmedin Konaković.

Specifically, on 09/14/2020, drug lord Edin Gačanin Tito states in Sky: "We have good connections in NiP, directly to Konaković". Gačanin further states that they have those connections "through our brother and to the man who finances him".

The brother Tito is referring to is former FUP special forces officer Dženis Kadrić, who, along with the three special forces officers protected by Konaković, guarded Edin Gačanin in 2016. Dženis Kadrić's brother is married to the daughter of businessman Mahir Hodžić.

Businessman Hodžić is a friend of Elmedin Konaković and one of the financiers of NiP. He is, in fact, the "father-in-law" who sent the passports of Elmedin Konaković, his wife Dalija, and daughter so that a "group of citizens from Dubai" could organize the NiP leader's trip to the Emirates. Those passports were found in the Sky application of former special forces officer Dženis Kadrić.

In Sky correspondence from 09/29/2020, Edin Gačanin comments on the political and overall situation in BiH, concluding that "SDA is losing strength and is finished, and that Čampara is moving to NiP, and if he leaves, then Zvizdić and 'efendija' will follow, further expressing his political and religious views".
