Review from 2009: How was money spent on representation at KCUS?

(Patria) - The work of the Clinical Center of the University of Sarajevo (KCUS), as our largest and most important health institution, is always under public scrutiny, and the media are in possession of a document that talks about the representation costs of this institution in the last 13 years.

Costs incurred by business entities, especially public institutions, in the form of representation are usually a very sensitive category and say a lot about the management style and economic policy of directors.

We are in possession of a document sent from KCUS at the request of the competent line ministry, in which they state that the Rulebook on Gifts and Representation has been in force since 2009, and that it defines that the Director of KCUS, directors of disciplines, and heads of organizational units have the right to use it, writes Klix.

Doctor Faris Gavrankapetanović was the director of the largest BiH health institution at the beginning of the observed period, and the representation costs by year were: 2009 - 61,952 KM, 2010 - 36,979.55 KM, 2011 - 87,266.59 KM, and 2012 - 51,725.29 KM.

After Gavrankapetanović in 2012, Damir Aganović led KCUS, and in that part of the year, accounting recorded 16,179.64 KM in representation costs. In the following year, this item amounted to 41,802.63 KM, and in 2014, 58,082.90 KM.

A significant amount was spent on representation in 2015 when the director of KCUS was Doctor Rusmir Mesihović. The document sent to the ministry shows an amount of as much as 79,739 KM in that year.

Since 2016, KCUS has been managed by Doctor Sebija Izetbegović, and the representation costs are shown in the amounts: 2016 - 1,335.05 KM, 2017 - 988.59 KM, 2018 - 500.56 KM, 2019 - 1,916.24 KM, 2020 - 1,717.77 KM, and 2021 - 1,931.24 KM.

The term representation in a business sense includes costs incurred towards business partners. Accounting standards define representation as hospitality, gifts with or without the imprinted mark of the business entity or product, costs for rest, sports, recreation, and entertainment, costs of using cars, boats, planes, holiday homes in the amount of costs incurred from business relations with a business partner...
