
(Patria) - The House of Representatives of the Parliamentary Assembly of BiH concluded the debate on the Draft Law on the High Judicial and Prosecutorial Council of BiH and adopted it in the first reading.
A conclusion by Jasmin Emrić was also adopted, tasking the Constitutional Law Committee to conduct a public debate on this law within 30 days.
Regarding the Draft Law on Amendments to the Law on the Court of Bosnia and Herzegovina, the negative opinion of the Constitutional Law Committee was adopted, and the procedure for this law was suspended.
Otherwise, the HJPC Law was adopted with numerous warnings about technical and procedural shortcomings.
SDA representative Šerif Špago assessed that the urgent procedure was not justified and that the law must go into an amendment phase to improve its content, which was done.
Špago stated that SDA plans to consider the remarks of the HJPC, international organizations, and the non-governmental sector, especially in the part related to the organization of the new HJPC, the transition period, and appointment deadlines.
Speaking about the amendments to the Law on the Court of BiH, Špago warned about unresolved issues regarding the status of appellate court judges and the completion of existing cases, emphasizing that these are minimal amendments that do not offer systemic solutions.
He particularly warned about the parallel processing of the same laws with different texts in both houses of the Parliamentary Assembly, which, according to him, creates legal and institutional confusion.
Let us recall, the HJPC of BiH gave a negative opinion on both draft laws.
