House of Representatives of the FBiH Parliament to meet on January 19 and 20: Budget, numerous laws, borrowings on the agenda...

(Patria) - Deputies of the House of Representatives of the FBiH Parliament have received an invitation for the 28th regular session of the House of Representatives of the Parliament of the Federation of BiH, which will be held on January 19 and 20. Due to the extensive agenda, the session is planned for two days. The previous session, which was supposed to be held on December 29, was canceled.

The first item is the Proposal of the Budget of the Federation of BiH for 2026, under an urgent procedure, and the FBiH Government has determined the Budget to be in the total amount of 8,898,279,146 KM. The budget of the Federation of BiH for the next year is higher compared to 2025 by 649 million KM.

The second item is the Proposal of the Law on the Execution of the Budget of the Federation of BiH for 2026, under an urgent procedure, and the third is the Proposal of the Law on Amendments to the Law on Budgets in the Federation of BiH, also under an urgent procedure.

The agenda also includes the Proposal of the Decision on giving consent to the Amendments to the Financial Plan of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina for 2025, Amendments to the Financial Plan of the Federal Solidarity Fund for 2025 (Annex I), and the Decision on the method of executing the Rebalanced Financial Plan of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina for 2025, as well as the Proposal of the Decision on giving consent to the Financial Plan of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina for 2026 and the Decision on the method of executing the Financial Plan of the Health Insurance and Reinsurance Institute of the FBiH for 2026.

Parliamentarians will also decide on the Proposal of the Decision on giving consent to the Financial Plan of the Federal Employment Service for 2026 and the projection for 2027 and 2028, and the Decision on the execution of the Financial Plan of the Federal Employment Service for 2026.

The Proposal of the Law on Amendments to the Law on Police Officers of the Federation of BiH is proposed on the agenda under an urgent procedure. These amendments do not have the support of the unions, and the amendments benefit a small number of high-ranking officials within the police structures to remain employed even when they meet the conditions for retirement.

The Proposal of the Law on Amendments to the Law on Pension and Disability Insurance will also be considered under an abbreviated procedure, which will enable a 17 percent pension increase, as well as the Proposal of the Law on Amendments to the Law on Special Rights of Recipients of War Decorations and Medals and Members of Their Families, the Proposal of the Law on Amendments to the Law on Early Preferential Retirement of Defenders of the Defense-Liberation War, the Proposal of the Law on Amendments to the Law on Rights of Defenders and Members of Their Families, all under an abbreviated procedure.

The agenda also includes the Proposal of the Law on Fiscalization of Transactions in the Federation of BiH, and depending on when it is adopted, its application will begin in six months.

The agenda also includes the Proposal of the Decision on accepting the loan under the Loan Agreement between BiH and the International Bank for Reconstruction and Development (IBRD) for the Just Transition Project in Selected Coal-Rich Regions in BiH, as well as the Proposal of the Decision on accepting additional borrowing based on the amended and renewed agreement on the Loan Agreement of September 12, 2018, between Bosnia and Herzegovina and the European Bank for Reconstruction and Development for the implementation of Corridor Vc Project – Part 3, section Poprikuše-Nemila.
