Important Legal Proposals Before the BiH Parliament: Public Procurement, Borrowing, BiH Court, and Budget Reserve

(Patria) - A session of the House of Representatives of the BiH Parliamentary Assembly has been scheduled for today, with the Bill on Amendments to the Law on Public Procurement on its agenda, which aims to prevent corruption in public procurement.

The justification for this legal proposal states that a businessman, or rather a bidder, cannot rig a tender for themselves; rather, a specific person from the institution must do it, and efforts must be made to ensure that the person from the institution bears responsibility.

The proposers of this solution, which will be considered by the representatives in the second reading under an expedited procedure, are representatives Saša Magazinović, Mira Pekić, Nihad Omerović, Sabina Ćudić, and Jasmin Emrić.

Also on the agenda is the consideration in the second reading, under an expedited procedure, of the Bill on Amendments to the Law on Borrowing, Debt, and Guarantees of BiH.

The goal of the amendments is to supplement the definition of external debt, so that debts incurred on the basis of international arbitration judgments are clearly recognized as external debt.

The agenda includes the representatives considering, under an expedited procedure in the second reading, the Bill on Amendments to the Criminal Code of BiH, while the Bill on the Court of BiH is scheduled for consideration in the first reading under an expedited procedure.

The representatives will also consider the Collegium's commission report on efforts to reach an agreement on the Request for Consideration of the Bill on Amendments to the Law on the Public Radio-Television Service of BiH and the report on the accommodation of refugees and foreigners under subsidiary protection in BiH for 2023.

The Ministry of Finance and Treasury of BiH has prepared information for this session on the allocation and use of current budget reserve funds for last year, which states that out of the planned BAM 4,203,500 in current reserve funds, BAM 4,200,261 was realized.

The agenda, published on the official website of the BiH Parliamentary Assembly, also includes the approval of international agreements.

The session is scheduled to begin at 11:00 AM.
