DESIRED PARTNER ĆULUM ATTENDED DUBROVNIK EVENT AT ICITAP'S INVITATION, TRAINING HELD AT SIPA ORGANIZED BY US DEPARTMENT OF JUSTICE

(Patria) - Since returning to the position of SIPA Director after a four-month absence during which he joined the leadership of the RS entity in attacking the constitutional order and acted according to unconstitutional laws, violating the Law on SIPA, the Law on BiH Police Officers, Darko Ćulum has not faced any sanctions for his illegal conduct.

A criminal complaint was filed against him in July, a few days after he appeared at his "workplace", and it was supplemented, and the BiH Prosecutor's Office does not wish to confirm whether Ćulum has the status of a suspect. The complainants, state deputies Jasmin Emrić and Šemsudin Mehmedović, also have no information about the stage of their report. The official position of the BiH Prosecutor's Office is that they are unable to provide the public and media with information about proceedings and activities in cases in the preliminary criminal procedure phase (report or investigation phase).

In response to Patria's inquiry as to whether cooperation with the State Investigation and Protection Agency (SIPA) will be suspended until Darko Ćulum is dismissed, we received no answer from either the EU Delegation or the US Embassy. However, according to posts on the SIPA website, Ćulum is a highly desired partner for international partners, especially the US.

Thus, Ćulum, along with Assistant Director for the Criminal Investigation Department Suad Hasanović, participated in the third roundtable discussion on organized crime on September 17 and 18, 2025, held in Dubrovnik, organized by ICITAP Croatia (the US International Criminal Investigative Training Assistance Program) and the Criminal Police Directorate of the Republic of Croatia Police Administration.

According to another published news item, an international training for 80 officers from police and other bodies from Bosnia and Herzegovina, the Republic of Serbia, Montenegro, North Macedonia, and Kosovo was held at the premises of the State Investigation and Protection Agency (SIPA) from September 15 to 17, 2025.

The training on the topic of "New Trends in Terrorist Activities" was organized by the United States Department of Justice.

On behalf of the US Department of Justice, Tylar Truby, Regional Counter-Terrorism Attaché at ICITAP in the US Embassy in Sarajevo, addressed the attendees.

Although it is commendable that foreign partners are helping and educating BiH police officers, it is surprising that Ćulum remains their contact for cooperation after he left SIPA and illegally transferred to the MUP RS.

Unfortunately, such actions by international partners also show that they clearly do not take BiH seriously, even though these same partners demand reforms in the judiciary and a crackdown on crime and corruption from BiH and its ruling structures.
