The Management Board of JU Apoteke Sarajevo at yesterday's session re-elected Zenaida Hasić as director. The Management Board has now requested the consent of the KS Minister of Health Enis Hasanović (SDP BiH).
However, as Patria has learned, Minister Hasanović is not giving his consent and will use all legal means to have the decision of the Management Board of Apoteke Sarajevo reviewed.
After the KS Assembly rejected the report on the work and financial operations of Apoteke for 2024 at the end of January this year, headed by Zenaida Hasić since 2021, a cadre of certain factions within NIP and SDP, her dismissal was requested.
The KS Prosecutor's Office has also opened cases related to Apoteke Sarajevo based on several reports, concerning employment, as well as other decisions made by director Zenaida Hasić related to operations, as Apoteke Sarajevo has increasing debts to suppliers, and only one supplier has been predominantly favored since Hasić became director of Apoteke. The Apoteke Trade Union has repeatedly expressed suspicions that the privatization of Apoteke is planned, and if their value is reduced and they fall into debt, their market price will also decrease.
The Management Board of Apoteke Sarajevo should have acted according to the law and dismissed director Hasić due to the non-adoption of the work report, but instead of dismissal, Hasić, in collusion with several members of the Management Board, clearly agreed on a scenario to avoid dismissal and secure a new mandate. She submitted her resignation and went on annual leave. Instead of dismissal, three members of the Management Board, in collusion with Hasić, decided to evaluate the resigning director, whose resignation they did not accept because that would have eliminated her from the competition, as the most successful candidate.
The Apoteke Trade Union followed the entire procedure and on March 17th warned the relevant minister that the Management Board had not acted in accordance with the Statute and had not dismissed the director within 30 days of the report not being adopted. Minister Enis Hasanović also requested the dismissal of the director, but the Management Board did not act on that order.
The Commission for the Implementation of the Public Competition, to which cadres close to Zenaida Hasić were appointed, rejected two applications, thereby opening the door for the politically suitable Hasić, whose photos from NIP and SDP political rallies and parties we published earlier. Besides Hasić, Management Board member Una Suljić, Lejla Hodžić, and Tarik Čatić applied for the position of director of Apoteke Sarajevo. The applications of Suljić and Čatić were rejected.
The Management Board of Apoteke Sarajevo includes Vesna Pirija as president, who received consent from the President of the HJPC to perform additional activities, Una Suljić, Alma Kazazić, Ada Huskić (mother of a BiH Court judge), and Alfonz Filipović, who was previously on the Management Board of Apoteke Sarajevo. Three members voted for the appointment of Hasić, while Suljić and Filipović voted against.
Both the Apoteke Trade Union and the Trade Union of Healthcare Workers of KS announce criminal charges against those responsible because, in this case, the appointment of Hasić was above the KS Assembly, the Ministry of Health, the Statute, and the law.
Hasić enjoys political protection from both NIP and SDP, and certain NIP cadres who are also members of the KS Assembly have business relationships with Apoteke, which is under investigation, while the husband and father of Zenaida Hasić are connected to the son of Nermin Nikšić, given that his son Haris Nikšić is the owner of the company CTK d.o.o. Konjic together with Refik Lepara (father of Zenaida Hasić), and her husband Rijad Hasić is a procurator in that company.
According to information available to Patria, Nermin Nikšić stopped Hasić's dismissal, but the question remains how he will order the Minister of Health to give consent to her appointment for a second term.
The Trade Union of Healthcare Workers of KS strongly condemned the increasingly evident political influence within public health institutions, which, as they stated, has reached alarming proportions and directly threatens the functioning of the healthcare system.
Instead of protecting the interests of patients and employees, some authorities and management structures, according to the president Senad Sadiković, are abusing their positions for political settling of scores, personnel manipulations, and appointing suitable rather than professional individuals.
"Such behavior is not only irresponsible, it is illegal and harmful to the entire society. The fact that pressure is being exerted on healthcare workers, attempts are being made to stifle freedom of thought, and an atmosphere of fear and insecurity is being created in institutions that should be examples of professionalism and stability is particularly concerning. We tell them that the healthcare system is not anyone's political property. Any abuse of office, any imposition of political will, and any attempt to undermine professionalism will be publicly exposed and decisively opposed. We demand an urgent reaction from the competent institutions, the initiation of accountability against all who use their positions for personal and political interests, and the immediate depoliticization of public health institutions. It is time to draw a clear line between politics and healthcare. Anything else leads to further collapse of the system and directly endangers the health of citizens," said Sadiković.
