Dragan Lukač, the still current director of the Federal Police Administration (FUP), is not giving up on being reappointed to this position, even though it is becoming increasingly clear that he is no longer a police officer, due to the fact that he should have already been retired, writes the Patria news agency.
This is clear to some ministers in the FBiH Government as well, and the confirmation of his appointment has been postponed from session to session.
Otherwise, as Patria has published several times before, all activities regarding the appointment of a new director are a well-thought-out deception aimed at re-electing Dragan Lukač to the position of FUP director. Otherwise, according to all valid legal and sub-legal acts, and even records of pension contributions, which were made precisely in the FUP's Sector for Administration and Logistical Support, Lukač fulfilled the conditions for retirement a long time ago.
According to these same criteria and legal provisions, in the past four years, Lukač has sent dozens of police officers into retirement (Dragan Vikić, Olgica Karalić, Sakib Kurešepij...), and now, when it comes to him, the same law should not apply!?
Certainly, the Independent Board for the Election and Appointment of the Director and Deputy Director of the FUP, consciously, and under the ideological leadership of its chairman Sead Selman (who was illegally appointed to that position precisely by Lukač and who is in a conflict of interest all the time because he is an employee of the FUP and to whom the FUP director is superior), is closing its eyes to the fact that according to Article 122 of the Law on Police Officers, employment ends, and police officer status is automatically lost under the following conditions, and amendments to the same law stipulate as one of these conditions "when they reach the age of 65 and have at least 20 years of pension service or 40 years of pension service regardless of age".
Since Dragan Lukač has met the condition and has more than 40 years of pension service, it means that his status as a police officer automatically ceases, and as such, he cannot be at the head of a police body. Therefore, Lukač could not have been a candidate at all.
Patria has come into possession of documents in which it is clearly visible that Lukač deleted his service for the period from April 7, 1992, to December 12, 1993.

Lukač registered his war service on June 3, 2002, because at that moment he needed years of service for the position he was applying for in SIPA at the time.
The deletion of service for Lukač was done at the Federal Pension and Disability Insurance Institute on December 31, 2010, using the code USER FRTD used by clerk Avdo Gljiva.
As our source from the FUP points out, the prosecutor of the KS Prosecutor's Office, Emir Gačanović, should finally state what is happening with the ten or so criminal charges filed against Lukač, which have been with Gačanović for over a year.
Certainly, Zdravko Knežević, the chief federal prosecutor, should also be mentioned. What has the Federal Prosecutor's Office done regarding these pending charges, considering their supervisory role? – says our source.
