
(Patria) - The Government of the Federation of Bosnia and Herzegovina, at its session on November 19, adopted the Decree on the Office of the Prime Minister/President of the Government and the Office of the Two Deputy Prime Ministers of FBiH.
The same decree also establishes and regulates the scope of the Detached, joint office of the Prime Minister and the office of the Deputy Prime Ministers based in Mostar, the Office of Brčko District of Bosnia and Herzegovina based in Brčko District of Bosnia and Herzegovina (hereinafter referred to as special services within the Office of the Prime Minister.
The Office of the Prime Minister is managed by a director appointed by the Prime Minister. The offices of the Deputy Prime Ministers are managed by heads of office appointed by the Deputy Prime Ministers.
“The Director of the Prime Minister’s Office and the heads of the Deputy Prime Ministers’ offices have the status of advisors to the Prime Minister, or advisors to the Deputy Prime Ministers, respectively. The Director of the Prime Minister’s Office and the heads of the Deputy Prime Ministers’ offices are responsible to the Prime Minister, or the Deputy Prime Ministers, respectively, for their work and the work of the Prime Minister’s Office and the Deputy Prime Ministers’ offices,” the Decree specifies.
The offices of the Deputy Prime Ministers are directly managed by the heads of office, appointed by the Deputy Prime Minister, who have responsibilities and authorities in management for: organizing the performance of all tasks within the jurisdiction of the organizational unit they manage, assigning tasks to the advisors of the Deputy Prime Ministers and other officials and employees of the office, as well as giving instructions on how to perform tasks, ensuring the timely, lawful, and proper performance of all tasks within the jurisdiction of the cabinet they manage, regularly informing the Deputy Prime Ministers about the situation and problems related to the performance of tasks from the office, proposing and taking necessary measures, initialing all acts submitted for signature to the Deputy Prime Minister, carrying out tasks upon the order of the Deputy Prime Minister, and independently deciding on matters for which they are authorized.
Tasks within the scope of the Office of the Prime Minister and the offices of the Deputy Prime Ministers are performed by advisors to the Prime Minister, appointed by the Prime Minister, or advisors to the Deputy Prime Ministers, appointed by the Deputy Prime Minister.
Expert and other tasks for the needs of the Office of the Prime Minister and the offices of the Deputy Prime Ministers are performed by civil servants and employees.
In addition to these offices, a Service for Digitization and Digital Transformation and Management of e-processes, as well as a Service for General, Joint, and Financial Affairs, are established for the needs of these offices.
Funds for the operation of the Office of the Prime Minister and the offices of the Deputy Prime Ministers are provided in the Budget of the Federation of Bosnia and Herzegovina.
The responsibilities of these offices are very broad, ranging from expert tasks, coordination related to EU integration, to cooperation with the media and coordination of public appearances, to harmonizing the personal security of the Prime Minister.
